吉草高速公路收费站绩效考核体系研究

【摘要】:绩效考核体系是企业人力资源管理过程中的重要手段。企业核心竞争力很大程度上就是人才的竞争。美国钢铁大王安德鲁·卡内基曾说:带走我的员工,把我的工厂留下,不久以后工厂就会长满杂草;带走我的工厂,把我的员工留下,不久后我们还会有一个更好的工厂。[14]充分体现了人才对于企业生存和发展的重要作用。而绩效考核系统的科学建立和实施是企业发现人才、培养人才、使用人才的重要工具,是调动工作人员积极性、主动性的有效手段,是实现员工自我提高,增加存在感、价值感,成就职业生涯发展的重要途径。[2] 我国的高速公路发展从无到通车里程位居世界第二位仅用了不到二十年的时间,起步高、发展快。而高速公路收费运营管理脱胎于行政事业管理模式,因此还存在经验为主、平均主义的情况,离现代化企业管理还有一定距离,无法满足高速公路管理未来发展的需要。而收费站是高速公路面向社会的窗口,是保障高速公路运营资金来源的最重要的基层单位,需要规范的管理,高质量的服务,高素质的运营团队。 本文旨在通过对高速公路收费站实施科学、全面、可行的绩效考核和评价体系,提高运营效率,降低成本,增强服务质量,提升员工素质。本文以现代绩效考核理论为研究平台,针对吉林省第一条集建管养于一体的吉草高速公路运营企业,通过对吉草高速公路收费站基本情况、管理运营现状、绩效考核现状进行分析和评价,并结合以人的需求层次理论为基础,遵循公平性、可操作性、差异化以及定性定量化绩效考核设计原则,通过目标管理和KPI考核技术的相关理论,设计了针对吉草高速公路收费站收费班组、收费站管理人员和一线人员的绩效评估指标体系,并进行了实施效果评价和未来预想。通过关键绩效指标考核体系的设计,力求改变考核的形式化,避免考核结果的局限性的现状,真正起到企业战略目标的实现,员工工作热情的激发,管理执行力的提高,公司绩效的提升,并为企业人事决策做出依据的积极作用,,从而拉动运营管理水平的整体提高。
[Abstract]:Performance appraisal system is an important means in the process of enterprise human resources management. The core competitiveness of enterprises is to a large extent the competition of talents. Andrew Carnegie, the American steel king, once said: take my employees, leave my factory behind, and soon the factory will be full of weeds; Take away my factory, leave my staff behind, and soon we will have a better factory. [14] it fully reflects the important role of talent for the survival and development of the enterprise. The scientific establishment and implementation of the performance appraisal system is an important tool for enterprises to discover, train and use talents, an effective means to mobilize the enthusiasm and initiative of the staff, to realize the self-improvement of employees and to increase their sense of existence. Sense of value, an important way to achieve career development. [2] China's highway development from no to traffic mileage ranked second in the world in less than 20 years, starting high, rapid development. The expressway toll operation management is born out of the administrative management mode, so there is still experience-based, equalitarianism, there is still a certain distance from the modern enterprise management, can not meet the needs of the future development of highway management. Toll station is the window of highway facing society and the most important grass-roots unit to guarantee the source of highway operation funds. It needs standardized management, high-quality service and high-quality operation team. The purpose of this paper is to improve the operation efficiency, reduce the cost, enhance the service quality and improve the quality of staff through the implementation of a scientific, comprehensive and feasible performance appraisal and evaluation system for highway toll stations. Taking the modern performance appraisal theory as the research platform, this paper aims at the first operation enterprise of Jizao Expressway in Jilin Province, through the basic situation of the toll station of Jicao Expressway, the present situation of management and operation, and the current situation of management and operation of Jicao Expressway. The present situation of performance appraisal is analyzed and evaluated, and the principle of fairness, maneuverability, differentiation and qualitative and quantitative performance appraisal design is followed on the basis of the theory of human demand level. Through the theory of objective management and KPI assessment technology, the paper designs the performance evaluation index system for toll station toll group, toll station manager and front-line personnel of Jicao Expressway, and evaluates the implementation effect and anticipates the future of the performance evaluation index system for the toll collection group, the toll station manager and the front-line personnel of Jicao Expressway. Through the design of the evaluation system of key performance indicators, we strive to change the formalization of the assessment, avoid the limitation of the assessment results, truly play a role in the realization of the strategic objectives of the enterprise, stimulate the enthusiasm of the staff, and improve the executive power of the management. The promotion of company performance, and the positive role of the basis for enterprise personnel decision-making, so as to promote the overall improvement of operational management level.
