【摘要】：贷款项目评估,是指银行对列入固定资产性质的贷款项目,从项目实施的必要性、相关技术的科学领先性、所能产生的效益以及风险状况等方面对进行综合分析和判断,力求实现效益最优。本文以潍坊“某公司工程机械建设项目申请固定资产贷款50000万元”项目作为研究对象,对该项目进行了实地调查评估。评估工作着重了解和评价某公司“工程机械建设项目”投资总额及合法性状况、承贷企业财务状况、项目建设资金的来源、公司未来的市场前景、项目的财务效益情况、还贷资金来源与还贷风险因素等,得出了科学的研究结论。本文首先从国内、国外两方面对项目可行性研究的理论观点进行梳理,对国内外研究理论和进程进行了对比,分析了项目可行性研究的意义。其次,从银行角度出发,采用可行性研究和项目评估的方法,围绕项目概况、承贷企业评价、项目市场分析与预测、效益评价等方面,对某公司工程机械建设项目融资进行了系统的分析与评价。再次,研究中采用动态分析与静态分析相结合、定量及定性分析相结合以及宏观分析与微观分析相结合的方法,对项目建设的必要性与合法性、项目的技术工艺、承贷企业的财务状况、项目的效益与风险、银行的收益与风险等进行了客观的评价,得出了相对科学的评估结论。研究结果表明,某公司工程机械建设项目合法性手续基本齐全,符合国家产业政策及地区规划,盈利能力较强,具备一定的抗风险能力,在财务上可行,对银行综合收益较高。该项目的建设对同类项目建设具有一定的借鉴经验,对发展先进装备制造业,促进制造业由大变强,加强重大技术成套装备研发和产业化等方面产生了积极影响。
