【摘要】：正2012年4月1日《事业单位财务规则》(财政部令第68号,以下简称《规则》)正式施行。与《规则》修订相适应,财政部和教育部对《高等学校财务制度》(以下简称《制度》)进行了修订,并于2013年1月1日起正式实施。财政部有关负责人就《制度》修订情况回答了记者提问。问:为什么要修订《制度》?答:原《制度》于1997年1月1日开始实施后,对规范高等学校财务行为,提高财务管理水平,促进高等学校健康发展,发挥了重要作用。但随着公共财政体制的完善、《国家中长期教育改革与发展规划纲要(2010—2020年)》的实施和高等学校财务管理环境的变化,原《制度》已不能适应要求,需要进行修订。一是从2000年开始,以部门预算、国库集中支付、政府采购、非税收入管理、政府收支分类、国有资产管理等为
