基于EVA的电网工程项目财务评价体系研究

【摘要】:由于传统的财务评价指标没有考虑到项目的资本金成本,现行的电网工程项目财务评价方法存在着不足。EVA(Economic Value Added、经济增加值)财务评价方法考虑了所有的投入资本成本,比传统的财务评价指标具有能够更加真实的反映电网项目经济效益的优势。随着电力体制改革的深入,各大电网公司越来越重视电网项目的经济性,并对EVA的应用也越来越重视。目前国内学术界对EVA的应用研究主要集中在业绩评价、薪酬激励、绩效考评、价值评估方面。对于EVA在工程项目评价方面的应用研究比较少。构建一个全新的以EVA为核心的电网工程项目前期财务评价体系,为电网工程项目前期财务评价提供一种新思路和尝试,为丰富和完善工程项目财务评价体系提供参考及借鉴。 本论文在笔者大量阅读国内外相关文献的基础上,,从EVA理论以及工程项目财务评价理论出发,立足我国电网项目的技术经济特点,深入分析我国目前电网工程项目财务评价中存在的问题,改进现行的财务评价指标体系,充分借鉴和吸收国内外EVA的研究成果,构建基于EVA的电网工程项目财务评价体系。 本论文采取文献分析、规范性理论分析和案例分析相结合的研究方法。首先借助互联网进行了大量的资料搜索,通过阅读有关文献,为写作本论文积累丰富的素材。其次对EVA理论体系以及工程项目财务评价理论体系进行阐述。再对其进行详细阐述的基础上通过对现行基于NPV的财务评价方法的不足与EVA优势进行分析。通过对基于EVA的电网工程财务评价指标从盈利能力、偿债能力以及不确定性分析方面进行设计,构建基于EVA的电网工程项目财务评价指标体系。采用基于三角模糊函数的FAHP模型来对财务评价指标的权重进行确定,利用隶属度函数模型对指标进行归一化,构建线性综合评价模型进行综合评价构建了一套基于EVA的电网工程项目财务评价模型。最后把构建的基于EVA的电网工程项目财务评价模型应用到具体实例中,使新建的电网项目财务评价模型更易于理解和应用。
[Abstract]:Because the traditional financial evaluation index does not take into account the capital cost of the project. The current financial evaluation method of power grid engineering project has some shortcomings. The method of financial evaluation takes into account all the cost of input capital, which has the advantage of reflecting the economic benefits of power grid project more realistically than the traditional financial evaluation index. With the deepening of the reform of electric power system. The major power grid companies pay more and more attention to the economy of power grid projects and the application of EVA. At present, the domestic academic research on the application of EVA mainly focuses on performance evaluation, compensation incentives. Performance evaluation, value evaluation. For the application of EVA in engineering project evaluation research is relatively small. Build a new EVA as the core of the network project pre-financial evaluation system. It provides a new idea and attempt for the early financial evaluation of power grid engineering project, and provides reference and reference for enriching and perfecting the financial evaluation system of engineering project. Based on the author's extensive reading of domestic and foreign literature, this paper bases on the technical and economic characteristics of power grid projects in China based on the theory of EVA and the theory of financial evaluation of engineering projects. Deeply analyze the problems existing in the current financial evaluation of power grid engineering projects in China, improve the current financial evaluation index system, and fully learn from and absorb the research results of EVA at home and abroad. The financial evaluation system of power grid engineering project based on EVA is constructed. This paper adopts the research methods of literature analysis, normative theory analysis and case analysis. Firstly, it carries out a large number of data searches with the help of the Internet, and then reads the relevant documents. In order to write this paper, it accumulates abundant materials. Secondly, it expatiates on the theoretical system of EVA and the financial evaluation system of engineering project. On the basis of expatiating on it in detail, it makes a detailed analysis of the current financial evaluation based on NPV. The disadvantages of pricing method and the advantages of EVA are analyzed. The profitability of power grid engineering financial evaluation index based on EVA is analyzed. Design for solvency and uncertainty analysis. The financial evaluation index system of power grid engineering project based on EVA is constructed. The FAHP model based on triangular fuzzy function is used to determine the weight of the financial evaluation index. The membership function model is used to normalize the index. A set of financial evaluation model of power network engineering project based on EVA is constructed by constructing linear comprehensive evaluation model. Finally, the financial evaluation model of power network engineering project based on EVA is applied to the actual project. In the example. The new financial evaluation model of power grid project is easier to understand and apply.
