ZH集团资金集中管理模式探究

【摘要】：随着我国经济的发展和经济全球化竞争的加剧，企业集团—这种现代企业的高级形式，对于经济发展的作用越来越明显。而如何加强企业集团的管理，更好地为经济发展服务就成为管理者必须思考的一个问题。在这其中，财务管理对于企业管理的重要性不言而喻，，财务管理成为企业管理的中心，而资金管理又成为财务管理的核心。做好企业的资金管理，不仅对于企业的发展是必要的，而且可以帮助企业从内部不断挖掘发展潜力，实现开源节流,盘活企业集团的资金,提高资金使用效率,降低财务风险,增强企业的融资能力和市场竞争力。因此越来越多的企业充分利用信息技术,网络技术的优势，开始寻求更加专业化的资金集中管理，并且在资金集中管理方式上也不断推尘出新。 天津ZH信息集团有限公司(以下简称：ZH集团)是由原天津市电子仪表工业管理局历经两次企业化改制于2002年成立的，现拥有国有、国有控股及参股企业113家（上市公司2家），三资企业44家，资产总额427亿元，员工6万余人，是天津市政府授权经营国有资产的大型企业集团。本文深入分析了ZH集团资金管理的现状，并在比较现有的资金集中管理模式的基础上大胆提出了适合ZH集团的资金管理模式：资金集中管理中心模式。它充分利用商业银行网上银行来实现资金的结算，并且既不需要像传统的结算中心那样处理大量的结算业务、也不需要花大力气成立财务公司就可以实现对成员企业的资金进行集中管理。 本文采用理论与实践相结合的方法，充分考虑ZH集团的实际情况和各种资金管理模式的适用条件，构建出一套适合公司发展的资金管理体系，以期能对类似企业起到借鉴意义。
[Abstract]:With the development of our economy and the aggravation of the competition of economic globalization, enterprise group, the advanced form of modern enterprise, plays a more and more important role in economic development. How to strengthen the management of enterprise groups and better serve for economic development has become a problem that managers must think about. Among them, the importance of financial management to enterprise management is self-evident, financial management has become the center of enterprise management, and financial management has become the core of financial management. It is not only necessary for the development of an enterprise to do a good job in capital management, but also can help an enterprise to tap its development potential from within, to open up sources of income and cut down on expenditure, to invigorate the funds of enterprise groups, to improve the efficiency of the use of funds, and to reduce financial risks. Strengthen the financing ability of enterprises and market competitiveness. Therefore, more and more enterprises make full use of the advantages of information technology and network technology, and begin to seek more specialized centralized management of funds, and in the way of centralized management of funds, they continue to push new things. Tianjin ZH Information Group Co., Ltd. was established in 2002 by the former Tianjin Electronic Instrumentation Industry Administration Bureau. There are 113 state-owned holding and shareholding enterprises (2 listed companies), 44 foreign-funded enterprises with total assets of 42.7 billion yuan and more than 60,000 employees. It is a large enterprise group authorized by the Tianjin municipal government to operate state-owned assets. This paper deeply analyzes the present situation of ZH Group's capital management, and puts forward the capital management mode which is suitable for ZH Group based on the comparison of the existing centralized fund management mode. It makes full use of commercial banks' online banking to realize the settlement of funds, and it does not need to handle a large amount of settlement business as traditional settlement centers do. Nor does it require much effort to set up financial companies to centralize the funds of member companies. This paper adopts the method of combining theory and practice, fully considers the actual situation of ZH Group and the applicable conditions of various fund management models, and constructs a set of fund management system suitable for the development of the company, in order to play a reference significance to similar enterprises.
