模糊评价模型及在投资效益评价中的应用研究

【摘要】:投资是经济发展的重要动力之一,随着经济的发展和社会的进步,政府对经济增长方式提出了新的要求,企业的投资不仅仅影响到自身的发展,更关系到社会经济的可持续发展。通过对企业投资效益进行科学评价,使企业投资得到合理管控,以增强企业竞争力,引导企业健康发展,是投资效益评价的主要内容和意义。 本课题立足于投资效益评价,结合电网企业信息化的现状及背景,重点研究了模糊评价模型的理论方法,提出了一套适用于电网企业信息化投资效益评价的模糊评价体系。首先,根据电网企业信息化投资评价的特点和需要建立了评价指标体系;然后根据指标的重要程度建立判断矩阵,并使用层次分析法确定指标权重;用专家打分法对指标进行打分,构建评价矩阵;最后进行综合评价计算,得出企业信息化投资效益评价结果。 课题基于J2EE架构,使用Flex+Spring+Ibatis等技术,研究并实现了企业信息化投资效益评价与考核系统。系统包括指标体系建立与指标信息管理、判断矩阵的建立及层次分析法权重计算、专家打分构建评价矩阵和综合评价计算等功能,实现了对模糊评价计算的全过程管理,达到了各个评价步骤的可控制、可追溯、可查询。 结果表明,课题研究的模糊评价模型具有公平性和有效性的特点,能够为企业信息化投资效益评价服务;企业信息化投资效益评价与考核系统简洁实用,为投资效益评价工作提供了有力支撑,具有很好的社会效益和经济效益。
[Abstract]:Investment is one of the important driving forces of economic development. With the development of economy and social progress, the government has put forward new requirements for the mode of economic growth. The investment of enterprises not only affects their own development. More related to the social and economic sustainable development. It is the main content and significance of investment benefit evaluation through scientific evaluation of enterprise investment benefit to make enterprise investment get reasonable control, to strengthen enterprise competitiveness and to guide enterprise healthy development. This subject is based on the investment benefit evaluation, combined with the current situation and background of the power grid enterprise informatization, focuses on the theoretical method of fuzzy evaluation model, and puts forward a set of fuzzy evaluation system suitable for power grid enterprise informatization investment benefit evaluation. Firstly, the evaluation index system is established according to the characteristics and needs of the information investment evaluation of power grid enterprises, and then the judgment matrix is established according to the importance of the index, and the weight of the index is determined by the analytic hierarchy process (AHP). The expert scoring method is used to score the index and the evaluation matrix is constructed. Finally, the comprehensive evaluation calculation is carried out, and the evaluation results of the investment benefit of enterprise informatization are obtained. Based on the J2EE architecture and Flex Spring Ibatis technology, the evaluation and evaluation system of enterprise informatization investment benefit is studied and realized. The system includes the establishment of index system and the management of index information, the establishment of judgment matrix and the calculation of AHP weight, the evaluation matrix constructed by experts and the comprehensive evaluation calculation and so on. The whole process management of fuzzy evaluation calculation is realized. The evaluation steps can be controlled, traceable and queried. The results show that the fuzzy evaluation model has the characteristics of fairness and effectiveness, and it can serve for the evaluation of investment benefit of enterprise informatization. The evaluation and assessment system of enterprise information investment benefit is simple and practical, which provides a strong support for the evaluation of investment benefit, and has good social and economic benefits.
