西藏国际旅游产业结构优化研究

【摘要】:随着旅游业的快速发展,旅游产业结构对旅游业发展和经济效益起着关键的影响,由于游客的需求变化和新的旅游方式出现,旅游产业结构性矛盾日益凸显。那么,旅游产业结构优化调整必将成为旅游经济学研究的重要内容。本文尝试以西藏国际旅游为研究对象,以产业结构优化为切入点,按照提出问题—分析问题—解决问题的逻辑思路,深入分析研究西藏国际旅游产业结构,这对于西藏旅游产业健康快速发展具有十分重要的意义。 本研究首先对旅游产业结构相关概念进行了界定,总结了国内外旅游产业结构研究成果,梳理了旅游产业结构相关理论,为本文研究提供理论支撑;其次以西藏国际旅游产业结构为研究对象,依据中国旅游统计年鉴、西藏统计年鉴数据,对西藏国际旅游产业结构从内部结构、结构效益、结构关联度三个方面进行了定量分析,找出西藏国际旅游产业结构的动态演进规律以及存在的问题;最后在上述分析的基础上,尝试构建出西藏国际旅游优化对策体系和政策保障体系。 本研究可能的创新点在于:一是在研究方法上的创新,本研究尝试将定性和定量相结合的研究方法,对西藏国际旅游产业结构进行定性分析的基础上,运用内部结构分析法、静动态偏离-份额分析法、灰色关联度等定量模型对西藏国际旅游产业结构进行定量分析,从而为西藏国际旅游产业结构制定有效的优化调整政策提供依据。二是构建了针对西藏国际旅游产业结构优化对策体系和政策保障体系。本研究尝试构建了西藏国际旅游产业结构优化对策体系,主要包括开发旅游精品、调整产业内部要素结构、确定旅行社行业地位、加强区域之间旅游合作联系以及提高旅游科技含量等,为确保这些措施得以有效实施,构建了组织、资金、危机管理、宣传促销、人才等方面政策保障体系,具有一定的探索性。西藏国际旅游产业结构优化研究,纵观西藏旅游已有的相关文献,大多数文章都是理论描述为主,定量分析的极少,相比之下,从研究内容和研究方法看,相对全面深入,有所突破。 论文主要由六部分组成。 第一部分为绪论。主要介绍了选题的背景、研究的主要目的、研究的理论意义和现实意义、研究的主要内容、研究思路、研究方法有哪些,有哪些创新以及存在的不足之处等。 第二部分为旅游产业结构理论相关研究。本章是西藏国际旅游产业结构优化研究的基础。首先对旅游产业结构相关概念进行了界定,在此基础上对国内外旅游产业结构研究相关的文献进行了回顾,最后对旅游产业结构优化理论进行了梳理分析,为本研究提供理论依据。 第三部分为西藏国际旅游产业结构分析。以西藏为例对国际旅游产业结构进行实证分析。(1)通过内部结构分析,采用比较分析的方法,以全国为比较基准,以2004-2010年为时间段,对西藏国际旅游产业结构专业化程度、相似度、结构稳定性进行分析,结果表明西藏旅游产业部门不具有专业优势,高度化动力不足;西藏国际旅游产业结构与全国相似程度非常高,不利于地区经济的发展,造成资源浪费,而且会扭曲产业结构,使整个产业结构的优化难以实现,为促进西藏国际旅游业快速发展,旅游相关部门应对其进行优化调整;产业结构稳定性较差,比例关系不协调,导致部门之间发展不均衡,导致整体功能效用发挥失效;西藏国际旅游产业在产业结构调整和资源配置方面,存在较多的缺陷,需要调整的空间较大;从动态的眼光看,西藏国际旅游产业结构优化相对滞后于全国,且优化趋势不明显。(2)通过对西藏产业结构效益分析,了解了其产业结构各部门的发展态势以及是否具备竞争力,结果显示其整体结构不具有优势,对经济增长的产生的影响较小,需要对其进行优化调整。从结构贡献度、经济增长速度、和竞争力指标看,占主导地位的是游览、住宿、餐饮、购物、其他服务几个部门,而娱乐、邮电通讯及交通部门不具备竞争优势,尤其是娱乐部门没有发挥高附加值优势,发展缓慢,创造的外汇收入相对较小,从而导致旅游经济增长缓慢。(3)通过对西藏国际旅游产业结构灰色关联度分析,认为西藏国际旅游产业各部门因素的关联度的不高,且高低差异较大,游览、住宿、购物三部门对西藏旅游外汇收入影响最大,反映了西藏国际旅游产业发展不平衡,整体产业结构较为脆弱。 第四部分为西藏国际旅游产业结构总体特征及存在的问题。西藏国际旅游产业结构具有自身的特点,主要包括以下几点(1)基础部门得到显著的改善和提高,其中旅游交通部门在各级政府的努力下,加大投入,发展速度迅猛,在众多旅游创汇部门处于第一位。游览部门发展不够稳定,总体呈上升的趋势。(2)随着旅游消费的多元化,需求弹性小的住宿创汇部门呈下降的趋势,而餐饮创汇部门发展趋势明显,是国际旅游产业发展较快的部门。(3)关联产业部门发展速度缓慢,旅游商品部门在2004-2010年七年中增长速度缓慢,而旅游娱乐部门则呈下降的趋势。在以上的分析基础上,得出西藏旅游产业结构存在的问题,归纳如下:国际旅游产业结构不具备专业优势,高度化动力不足;产业结构效益贡献率低;产业结构内部关联性不强;主导行业不突出等一系列问题制约着西藏旅游产业的发展。 第五部分为西藏国际旅游产业结构优化对策。在旅游产业结构的优化目标和优化原则指导下,为确保西藏国际旅游产业结构实现合理化和高度化。特针对产业结构存在的问题提出西藏国际旅游产业结构的优化对策。(1)利用资源优势,优化旅游产品结构,打造旅游精品(2)调整要素内部结构,提高旅游产业结构效益(3)确立旅行社行业主导地位(4)提高旅游科技含量,推动旅游产业结构优化(5)加强区域旅游合作,提升国际影响力(6)建立健全政策保障体系。 第六部分为总结前五部分的研究成果,并对旅游产业结构的未来研究发展进行了展望分析。
[Abstract]:With the rapid development of tourism, the tourism industry development of the tourism industry structure and economic benefit plays a key effect occurred due to changes in the needs of tourists and new forms of tourism, the tourism industry has become increasingly prominent structural contradictions. In this study, the structure of tourism industry related concepts, summarizes the domestic and international tourism industry structure research, reviews the related theory of the structure of the tourism industry, to provide theoretical support for this study; secondly the structure of Tibet international tourism industry as the research object, according to the Chinese Tourism Statistical Yearbook, Tibet statistical yearbook data, the structure of Tibet the international tourism industry from the internal structure, structure benefit, the three aspects of structure and relation of quantitative analysis, find out the dynamic evolution structure of Tibet international tourism industry and existing problems; finally, on the basis of the above analysis, the author try to construct Tibet international tourism Optimization Countermeasure System and policy guarantee system.
The possible innovations of this paper lies in: one is the innovation in research methods, this study attempts to study the combination of qualitative and quantitative methods, according to the qualitative analysis of the structure of Tibet international tourism industry, using the internal structure analysis method, the static and dynamic shift share analysis method, grey correlation quantitative model the quantitative analysis of the structure of Tibet international tourism industry, so as to provide the basis for the structure optimization of Tibet international tourism industry to establish effective adjustment policies. The two is constructed for the Tibet international tourism industry structure optimization system and policy guarantee system. This study attempts to construct Tibet international tourism industry structure optimization system, mainly including the development of tourism products the internal structure of industry, adjustment factors, determine the travel industry status, strengthen regional tourism cooperation and improve the technological content of tourism, in order to ensure the And these measures are effectively implemented, construction organization, capital, crisis management, promotion, personnel and other aspects of the policy system, has certain exploration. The thesis consists of six parts.
The first part is the introduction. It mainly introduces the background, the main purpose of the research, the theoretical significance and practical significance, main contents, research ideas, research methods which are, what are the innovation and deficiencies.
The second part is the theoretical structure of the tourism industry related research. This chapter is the foundation of Tibet international tourism industry structure optimization research. Firstly, related concepts of tourism industry structure are defined on the basis of domestic and international tourism industrial structure research related literature reviews, and finally the optimization theory for the analysis of the structure of tourism industry. Provide a theoretical basis for this study.
The third part is the analysis of the structure of Tibet international tourism industry. Taking Tibet as an example of empirical analysis on the structure of international tourism industry. (1) through the analysis of internal structure, adopts the method of comparative analysis, with the benchmark of the whole nation, to 2004-2010 year time period, the similarity of Tibet professional international tourism industrial structure level, and analysis the structural stability, the results show that the Tibet tourism industry does not have a professional advantage, shortage of high power; the structure of Tibet international tourism industry and the very high degree of similarity, is not conducive to the development of the regional economy, caused the waste of resources, but also distorts the industrial structure, make the optimization of the industrial structure is difficult to achieve, in order to promote the rapid development of the Tibet international the tourism industry, tourism related departments to deal with the optimization of industrial structure adjustment; poor stability, coordination relationship between departments lead to unbalanced development, Cause the overall function play failure; Tibet international tourism industry in the industrial restructuring and the allocation of resources, there are many defects, larger space need to be adjusted; from the dynamic perspective, Tibet international tourism industry structure optimization is lagging behind in the country, and the optimization tendency is not obvious. (2) through the analysis of Tibet industrial structure benefit to understand the development trend of various departments, the industrial structure and competitiveness, the results showed that the overall structure has the advantage of smaller economic growth effect, need to adjust and optimize the structure. The contribution rate of economic growth, and competitiveness indicators, is dominated by the visit, accommodation, catering, shopping, entertainment and other service departments, telecommunications and transportation departments do not have a competitive advantage, especially in the entertainment department did not play high value-added advantage, development Slowly, the creation of foreign exchange income is relatively small, resulting in the slow growth of tourism economy. (3) based on the structure of Tibet international tourism industry, grey correlation analysis, think of Tibet international tourism industry factors correlation degree is not high, and the level of difference, sightseeing, accommodation, shopping three greatest impact on Tibet Tourism Foreign Exchange Department income reflects the development of Tibet international tourism industry is not balanced, the overall industrial structure is relatively fragile.
The fourth part is the Tibet international tourism industry structure characteristics and existing problems. The structure of Tibet international tourism industry has its own characteristics, mainly including the following (1) the basic department is significantly improved and improved, including tourist traffic departments at all levels of government to increase investment efforts, the rapid pace of development, in the first place in the many tourists visit the Department Department. Based on the above analysis, the tourism industry in Tibet The structure of the existing problems, summarized as follows: the structure of international tourism industry does not have a professional advantage, shortage of high power; the industrial structure benefit contribution rate is low; the internal structure of industrial relevance is not strong; the leading industry is not a series of outstanding problems restricting the development of Tibet Tourism industry.
The fifth part is the Tibet international tourism industry structure optimization countermeasures. In guiding the optimization objectives and principles of tourism industry structure optimization, to ensure that the structure of Tibet international tourism industry to achieve rationalization. Put forward countermeasures to optimize the structure of Tibet international tourism industry in the industrial structure problems. (1) the use of resources, optimize the tourism the structure of products, create tourism products (2) to adjust the internal structure elements, improve the tourism industrial structure benefit (3) established the travel industry dominant position (4) to improve the technology content of tourism, promote tourism industry structure optimization (5) to strengthen regional tourism cooperation, enhance the international influence (6) to establish a sound policy support system.
The sixth part is the summary of the research results of the five parts, and the future development of the tourism industrial structure of the prospect analysis.
