基于居民感知的旅游社区包容性发展研究

【摘要】：包容性发展,强调发展主体上的人人有责,关注发展过程中的机会均等,注重发展内容的全面协调以及追求发展成果的利益共享,是一种更趋公平、更加全面、并且更加具有人文关怀的新型发展理念与模式。包容性发展理论不仅与当今我国倡导科学发展观、建设和谐社会的时代要求一脉相承,而且能够很好的解决我国各个产业领域中存在的发展不均衡、片面追求经济效益、忽视弱势群体的参与、机会和利益分享不公平等问题。并且包容性发展理论与旅游业能够更好的契合：旅游业综合性强、产业带动作用明显、涉及利益群体众多、不同利益群体之间矛盾多发、发展不均衡等众多现状问题,都能在包容性发展的理论内涵中寻找到解决答案,包容性发展理论能够指导旅游社区实现整体均衡发展,并为旅游业的未来发展提供新的视角。在本文研究中,主要针对景区内的旅游社区进行包容性发展的模式与路经研究,选取的案例地为崂山景区内的旅游社区。本文研究的重点,在于根据包容性发展理论,分析旅游社区的发展现状,探讨景区与社区的关系处理,提出针对旅游社区的包容性发展理论模型框架,进而明确实现旅游社区包容性发展的模式与路径。尤其强调了针对旅游社区内部弱势群体的机会平等、公平参与、利益分享等方面的关注,最终目的是实现包括弱势群体在内的所有社会成员都能够参与旅游发展,实现机会平等和公平参与,并且合理的分享发展成果。本文研究的核心价值在于对包容性发展理论进行充分思辩的基础上,发现包容性发展理论区别于增权理论等相关理论的关键之处,即包容性发展理论更加注重旅游目的地的整体均衡发展,对旅游社区内弱势群体给予更多关注,并且结合具体的案例访谈结果,发现旅游社区参与不足、内部分化严重、与景区间的矛盾冲突等发展困境,有针对性的提出旅游社区的包容性发展模式与路径,并且对于中国类似旅游社区的未来发展具有一定的借鉴指导意义。
[Abstract]:Inclusive development, emphasizing the responsibility of everyone on the subject of development, paying attention to equal opportunities in the development process, the overall coordination of development content and the sharing of benefits in pursuit of development results, is a more equitable and comprehensive approach. The theory of inclusive development is not only in line with the requirements of the times of advocating the scientific development concept and building a harmonious society in our country. And it can solve the development imbalance in various industrial fields in China, one-sided pursuit of economic benefits, ignoring the participation of vulnerable groups. And the theory of inclusive development and tourism can be a better agreement: tourism is comprehensive, the role of industry driving is obvious, involving a large number of interest groups. Many current problems, such as frequent contradictions and uneven development among different interest groups, can be solved in the theoretical connotation of inclusive development. Inclusive development theory can guide the tourism community to achieve the overall balanced development and provide a new perspective for the future development of tourism. Mainly for the tourism community in the scenic area of inclusive development model and road research, selected cases for the tourism community in Laoshan scenic spot. The focus of this study is based on inclusive development theory. This paper analyzes the present situation of tourism community, discusses the relationship between scenic spot and community, and puts forward a theoretical framework of inclusive development for tourism community. And then make clear the mode and path to realize the inclusive development of the tourism community. It emphasizes the equal opportunity, fair participation, benefit sharing and so on for the vulnerable groups within the tourism community. The ultimate goal is to enable all members of society, including vulnerable groups, to participate in tourism development and to achieve equal opportunities and equitable participation. The core value of this study lies in the theory of inclusive development on the basis of full deliberation, found that the theory of inclusive development is different from the empowerment theory and other relevant theories of the key points. That is, the theory of inclusive development pays more attention to the balanced development of tourism destination, pays more attention to the vulnerable groups in the tourism community, and combined with the results of specific case interviews, we find that the tourism community participation is insufficient. The internal differentiation is serious, and the contradiction and conflict between the scenic spots and other development difficulties, targeted to put forward the inclusive development model and path of the tourism community. And for the future development of similar tourist communities in China has certain reference significance.
