【摘要】：大连俄罗斯风情街的发展是大连“北方不夜港”旅游项目中极具异域风情的一部分，在开发建设大连俄罗斯风情街项目中，要充分利用现有街区的俄罗斯文化底蕴，走市场化运作之路，打造体验俄罗斯风情文化的异域美食休闲商业街区；重点发展以旅游娱乐、夜间休闲、特色餐饮、美酒美食为主的“夜经济”，逐步形成以团结街为核心的街区商圈及“夜大连”品牌；适度发展俄式文化产业，营造俄式风情、俄式特色强烈的休闲游憩空间，并逐渐形成大连的旅游品牌，最终将俄罗斯风情街打造成东北地区顶级的俄式异域风情、夜经济、商业美食、美酒文化融于一体的都市商业街，并从“国际化、文化化、休闲化”三个角度，“街区打造与规划编制、核心吸引力创建、城市文化名片打造、商业业态休闲化调整”四个方面进行“俄罗斯风情街的打造”。俄罗斯风情街项目的发展要以俄式建筑群为载体，有机融合俄罗斯特色餐饮与休闲文化精髓，打造全方位、多层次的集“食、住、行，游、购、娱”为一体的都市异域风情街、商业街和文化街。全力打造“俄式风情夜”的街区特色品牌，重点发展以夜色观光、夜色娱乐、夜色休闲和夜色餐饮为主的“夜经济”，逐步形成以俄罗斯风情街为中心，辐射大连乃至东北地区的“夜大连”品牌，最终使俄罗斯风情街成为中国第一、世界闻名的异域特色商业街。与此同时，在“北方不夜港”项目之中要突出俄罗斯风情与文化，打造集观光游览、夜间休闲、夜间体验于一体的都市夜间风情街、商业街、文化街。带动周边地区“夜经济”发展，，形成以俄罗斯风情街为中心的辐射极核，提高大连市的“夜经济”品质，塑造浓郁的俄罗斯异域风情。以打造国内最纯正的俄罗斯风情街为目标，通过对街道面貌的修缮、基础设施的完善、功能分区的整合等，将俄罗斯风情演绎到整个街区的建设中，努力将其变成中国唯一一条全俄罗斯特色的集夜间休闲、夜间娱乐、夜间观光、夜间购物、夜间饮食、住宿为一体的都市夜间异域商业步行街。
