新疆旅行社人力资源管理与开发研究

【摘要】:新疆地大物博旅游资源丰富,但旅游业起步较晚,整体管理水平不高,旅游人才匮乏,尤其是旅行社在人力资源开发与管理上缺乏科学指导,处于较低的水平;许多旅行社管理者对人力资源开发和管理还没有引起足够重视,对人力资源开发和管理工作所涉及的方面缺乏统一的安排,致使旅行社人才员工满意度低,流失率居高不下,进而致使顾客满意度下降,,最终导致旅行社经营效率低,效益差,缺乏核心竞争力。 随着旅游市场的快速发展,旅游业逐渐成为了新疆经济重要的支柱产业,随着旅游业发展,旅游市场的竞争也日趋激烈;从而对旅行社的人力资源也提出了越来越高要求。旅行社作为旅游业发展中的龙头,硬件设施的好坏早已不能够决定其竞争力的大小的了,经营管理水平与服务质量的高低上显得更为重要;人力资本的价值在当今知识经济时代,成为了最主要的生产要素和社会财富,早已经超越了物质资本的价值。因此,旅行社的经济增长将更加依赖企业人力资源的开发、管理和利用。旅行社要想在激烈的市场竞争中立于不败之地,怎样留住核心人才,降低人员的流动率才是关键;就必须要有良好的企业文化。但是新疆旅行社人力资源管理存在着比较多的问题,这些问题已经成为了影响新疆旅游业发展的“瓶颈”;如何对新疆旅行社人力资源进行开发和管理逐渐成为了人们研究的重点。 “十二五”时期是我区经济社会发展的重要战略机遇期,也是旅游业跨越式大发展的战略提升期。旅游业在推进新疆跨越式发展和长治久安中具有特殊优势和不可替代的重要作用,最大限度地促进新疆旅游资源优势转化为产业优势和经济优势。要实现这一战略目标,旅行社人力资源开发和管理的水平必须得到优化和提高,实现旅行社人力资源的机构合理化,流动正常化,并拥有优良的人才储备。 本研究通过对旅游业行业的参与者分类进行了问卷调查,分析和研究了新疆旅行社人力资源现状,详细阐述了新疆旅行社人力资源开发和管理中存在的问题,有针对性的提出了建议和对策,为新疆政府旅游业发展的宏观调控和旅行社人力资源开发提供理论依据。
[Abstract]:Xinjiang is rich in tourism resources, but tourism starts late, the overall management level is not high, tourism talent is scarce, especially in the lack of scientific guidance on human resources development and management, which is at a lower level; Many travel agency managers have not paid enough attention to the development and management of human resources, and lack of unified arrangement for the aspects involved in the development and management of human resources. As a result, the satisfaction of travel agency personnel is low and the wastage rate remains high. Therefore, the customer satisfaction is reduced, which leads to the low efficiency and poor benefit of travel agency and the lack of core competitiveness. With the rapid development of tourism market, tourism has gradually become an important pillar industry of Xinjiang economy. With the development of tourism, the competition of tourism market is becoming more and more fierce. As a result, the human resources of travel agencies are increasingly demanding. As a leading leader in the development of tourism, travel agencies have long been unable to determine the size of their competitiveness due to the quality of their hardware facilities. The level of management and service quality is more important, the value of human capital has become the most important factor of production and social wealth in the era of knowledge economy, and has already exceeded the value of material capital. The economic growth of travel agencies will depend more on the development, management and utilization of enterprise human resources. If travel agencies want to remain invincible in the fierce market competition, how to retain the core talents and reduce the turnover rate is the key; We must have a good corporate culture. However, there are quite a few problems in the human resource management of travel agencies in Xinjiang. These problems have become the "bottleneck" affecting the development of tourism in Xinjiang, and how to develop and manage the human resources of travel agencies in Xinjiang has gradually become the focus of people's research. The 12th Five-Year Plan period is an important strategic opportunity period for the economic and social development of our region. It is also a period of strategic promotion for the development of tourism by leaps and bounds. Tourism plays a special and irreplaceable role in promoting the leapfrog development and long-term stability of Xinjiang. To achieve this strategic goal, the level of human resources development and management of travel agencies must be optimized and improved. Realize the organization rationalization of travel agency human resources, flow normalization, and have excellent talent reserve. Through the questionnaire survey of participants in tourism industry, the present situation of human resources of travel agencies in Xinjiang is analyzed and studied, and the problems existing in the development and management of human resources of travel agencies in Xinjiang are expounded in detail. Some suggestions and countermeasures are put forward in order to provide theoretical basis for macro control of tourism development of Xinjiang government and human resource development of travel agencies.
