【摘要】：随着世界经济的不断发展，旅游业在各国国民经济、社会发展中的地位和作用日益突出，旅游业的产业优势得到越来越广泛的体现和认可，“旅游业是永不衰落的朝阳产业”已成为世界各国的共识。20世纪80年代以来，伴随着改革开放的步伐，我国旅游业的产业规模不断扩大，已成为国民经济新的增长点，并逐渐成为国家支柱性产业之一。保持我国旅游产业持续、健康、稳定的发展，对于全面建设小康社会、构建社会主义和谐社会具有十分重要的作用。但是，旅游业并不是仅靠资源就能发展起来的，同其他行业一样，旅游业的发展需要大量的资金，，可是单靠政府部门的投资以及优惠政策，不是长久之计，需要积极引进国内外的先进技术和资金。如何通过对当地旅游业投资环境的正确评价，有目的地改进和改善旅游业投资环境，以吸引更多的资金和技术投资，促进当地旅游业持续、健康、快速的发展，已成为备受关注的问题之一。本文通过对国内外投资环境以及旅游业投资环境相关理论的归纳和总结，运用粗糙集理论，构建了旅游业投资环境评价模型，并通过对秦皇岛旅游业历史与现状的分析，以及相关数据的收集，分别从经济环境、基础设施条件、社会服务环境、旅游业发展环境等方面对秦皇岛旅游业投资环境进行了定性和定量的评价，从而对秦皇岛旅游业投资环境现状有了客观的分析和把握，并据此提出了优化秦皇岛旅游业投资环境的对策和建议，为改善秦皇岛旅游业的投资环境提供了科学决策依据，有利于更科学的引导资金流向，优化投资组合，对提升秦皇岛的旅游产业结构，促进旅游业健康有序的发展，实现旅游立市的目标，具有重要的实践指导意义。
[Abstract]:With the development of the world economy, tourism is playing an increasingly important role in the national economy and social development. The advantages of tourism industry have been more and more widely reflected and recognized. "Tourism is a sunrise industry that will never decline" has become the consensus of all countries in the world since the 1980s, along with the pace of reform and opening up. The scale of tourism industry in our country is constantly expanding, which has become a new growth point of national economy, and has gradually become one of the pillar industries of the country. To maintain the sustained, healthy and stable development of tourism industry in our country is of great importance to the building of a well-off society in an all-round way. Building a harmonious socialist society has a very important role. However, tourism does not develop on the basis of resources alone. Like other industries, the development of tourism requires a great deal of capital. However, relying solely on government investment and preferential policies is not a long-term solution. There is a need to actively introduce advanced technologies and funds, both at home and abroad, and how to improve and improve the tourism investment environment purposefully through a correct assessment of the local tourism investment environment in order to attract more capital and technology investment, Promoting the sustained, healthy and rapid development of local tourism has become one of the most concerned issues. Based on the summarization and summarization of domestic and foreign investment environment and related theories of tourism investment environment, this paper constructs an evaluation model of tourism investment environment by using rough set theory, and analyzes the history and present situation of Qinhuangdao tourism industry. And the collection of relevant data, respectively from the economic environment, infrastructure conditions, social service environment, tourism development environment and other aspects of the Qinhuangdao tourism investment environment qualitative and quantitative evaluation. Therefore, the present situation of Qinhuangdao tourism investment environment is analyzed and grasped objectively, and the countermeasures and suggestions for optimizing Qinhuangdao tourism investment environment are put forward, which provide scientific decision basis for improving the investment environment of Qinhuangdao tourism. It is beneficial to guide the capital flow more scientifically, optimize the investment portfolio, promote the tourism industry structure of Qinhuangdao, promote the healthy and orderly development of tourism, and realize the goal of establishing the city of tourism, which has important practical guiding significance.
