寿光市休闲农业发展的问题与对策研究

【摘要】：为进一步丰富寿光市休闲产业内涵，活跃地区休闲市场内容，提升休闲产品附加值和市场竞争力，发展休闲农业是必由之路。寿光休闲农业发展，有助于实现休闲主导产品与辅助产品的相辅相成，实现保护环境与挖掘价值的良性统一。休闲农业发展，要在发展中解决农业与休闲的协调耦合问题。核心是推动农业对休闲业的服务配套功能，增加农民收入，保障农民权益，推动农村经济又好又快发展；基本要求是休闲业反哺农业，把实现好、维护好、发展好广大农民根本利益作为推动休闲农业工作的出发点和落脚点；根本方法是协调兼顾，把休闲与农业资源一体规划，，并形成休闲反哺农业的有效机制；突破口是促进传统农业向适应品质休闲发展的服务型农业转型；基本目标是使农业与休闲业协调共同发展，促进农民增收。本文的研究目标是通过探讨寿光市休闲农业的发展情况以及开发模式，在解决寿光市休闲农业的发展问题的过程中为休闲农业的发展、建设社会主义新农村提供理论支持与借鉴。研究主要包括第一休闲农业概述，休闲农业的定、特征、相关理论（需求层次理论、体验经济理论、可持续发展理论、经济学理论、农业区位论、农业产业化理论），第二寿光市休闲农业发展现状，寿光市休闲农业特征、寿光市休闲农业存在的问题以及问题出现的原因分析。第三寿光市新型农业园区SWOT分析包括发展新型农业园区的优势条件、发展新型农业园区的劣势条件、发展新型农业园区现有机会以及发展新型农业园区面临的威胁等。第四国内外相关经验借鉴，国外经验借鉴如美国的休闲农业体系、韩国的休闲农业体系，国内经验借鉴包括三高农业科技园、顺义草莓园区以及张家湾葡萄示范园等。最后一部分推进寿光市农业产业化的对策建议，政府要加强对休闲农业发展的规划指导、培育扶持“龙头”企业带动休闲农业发展、加大对休闲农业的财政扶持、建立完善的农产品市场体系和市场信息网络体系、建设农业标准体系，提高农产品质量、吸引民间资本投资开发特色种养业和休闲农业、完善休闲农业发展的社会化服务体系等。
[Abstract]:In order to further enrich the connotation of leisure industry in Shouguang City, activate the content of regional leisure market, enhance the added value and market competitiveness of leisure products, it is the only way to develop leisure agriculture. The development of Shouguang leisure agriculture is helpful to realize the supplement of leisure leading products and auxiliary products, and to realize the benign unity of protecting environment and excavating value. In the development of leisure agriculture, we should solve the problem of coordination and coupling between agriculture and leisure. The core is to promote agricultural services to the leisure industry, increase farmers' income, protect farmers' rights and interests, and promote the sound and rapid development of the rural economy; the basic requirement is that the leisure industry should feed agriculture, realize and maintain it well. To develop the fundamental interests of farmers as the starting point and end point of promoting the work of leisure agriculture, the basic method is to coordinate and give consideration to the planning of leisure and agricultural resources, and to form an effective mechanism for leisure to feed agriculture. The breakthrough is to promote the transformation of traditional agriculture to service-oriented agriculture which adapts to the development of quality and leisure, and the basic goal is to make agriculture and leisure industry develop harmoniously and to increase farmers' income. The research goal of this paper is to explore the development of leisure agriculture in Shouguang city and its development mode, and to solve the problem of leisure agriculture development in Shouguang city. Building a new socialist countryside to provide theoretical support and reference. The research mainly includes the first leisure agriculture overview, leisure agriculture definition, characteristics, relevant theories (demand level theory, experience economy theory, sustainable development theory, economics theory, agricultural location theory, etc. The second Shouguang leisure agriculture development situation, Shouguang leisure agriculture characteristics, Shouguang leisure agriculture problems and the causes of the problems. SWOT analysis of the new agricultural park in Shouguang city includes the advantages of developing the new agricultural park, the inferior conditions of developing the new agricultural park, the existing opportunities of developing the new agricultural park and the threats to the development of the new agricultural park. The fourth is related experience at home and abroad, such as the leisure agriculture system in the United States, the leisure agriculture system in Korea, and the domestic experience including the three High Agricultural Science and Technology Park, Shunyi Strawberry Park and Zhangjiawan Grape demonstration Park. The last part is the countermeasures and suggestions to promote the agricultural industrialization of Shouguang City. The government should strengthen the planning and guidance for the development of leisure agriculture, foster and support "leading" enterprises to promote the development of leisure agriculture, and increase the financial support for leisure agriculture. To establish a sound agricultural product market system and market information network system, to build an agricultural standard system, to improve the quality of agricultural products, and to attract private capital to invest in the development of specialty farming and leisure agriculture, Improve the social service system for the development of leisure agriculture.
