克什克腾旗旅游公共服务体系建设:现状、问题与对策

【摘要】:旅游公共服务作为一种重要的公共物品,是现代旅游活动发展中不可或缺的要素。衡量一个城市或区域旅游业成熟度的重要标志就是该城市或区域的旅游公共服务体系建设是否完善。随着克什克腾旗旅游业的蓬勃发展和旅游的市场细分化趋势,散客旅游市场的大幅增长,以及旅游的个性化需求,均使更加完善和成熟的旅游公共服务成为一种客观的需要。 克什克腾旗旅游资源丰富,克什克腾世界地质公园九大园区各具特色,旅游人数逐年递增,随着克什克腾旗旅游业的发展,克什克腾旗旅游公共服务体系建设日趋成熟:旅游基础设施建设愈加完善,形成了一批旅游精,品景区;旅游宣传力度增强,提升了知名度;旅游市场秩序进一步规范,提高了旅游服务质量。但是,与旅游发达地区相比,克什克腾旗旅游公共服务体系建设还存在不足之处。主要表现为:旅游开发缺乏战略思维和品牌意识并且缺少系统规划;旅游基础设施条件不够完善,旅游交通、旅游餐饮、旅游住宿、旅游公共卫生服务设施、附属设施建设整体水平不高;旅游开发结构不合理,表现为客源结构单一、旅游产品价值实现模式没有达到多元化;对旅游业经营主体服务与监管力度不足等众多问题制约着克什克腾旗旅游公共服务的发展。因此,克什克腾旗旅游公共服务体系的建设应该立足实际并借鉴国内外旅游公共服务的发展经验,分析政府在完善旅游公共服务体系的方法:一是完善基础设施建设,包括交通、住宿、餐饮、公共卫生服务设施、附属设施建设等;二是整合旅游资源,建构北方生态旅游基地,具体做法为优化旅游资源布局,通过加强区域合作促进旅游资源优化组合,特色旅游与休闲旅游互动发展破解季节制约瓶颈;三是加强品牌建设,明确旅游商品研发方向;四是加大对旅游业经营主体的服务与监管力度。
[Abstract]:As an important public goods, tourism public service is an indispensable factor in the development of modern tourism activities. The important sign to measure the maturity of tourism in a city or region is whether the public service system of tourism in that city or region is perfect or not. With the vigorous development of Keshiketeng Banner tourism and the trend of market differentiation, the large growth of individual tourist market and the individualized demand of tourism make a more perfect and mature tourism public service become an objective need. Kshketeng Banner is rich in tourism resources. The nine parks of the Keshiketeng World Geopark have their own characteristics, and the number of tourists is increasing year by year. With the development of Keshiketeng Banner's tourism industry, The tourism public service system of Kshketeng Banner is becoming more and more mature: the construction of tourism infrastructure has become more perfect, forming a number of tourism fine and scenic spots; tourism publicity has been strengthened and visibility has been enhanced; and the order of the tourism market has been further standardized. The quality of tourism service has been improved. However, compared with developed tourist regions, the construction of tourism public service system of Keshiketeng Banner still has some shortcomings. The main manifestations are: lack of strategic thinking and brand awareness in tourism development, lack of systematic planning, inadequate conditions of tourism infrastructure, tourism transportation, tourism catering, tourism accommodation, tourism public health services, etc. The overall level of ancillary facilities construction is not high, the structure of tourism development is unreasonable, the tourist source structure is single, the realization mode of tourism product value has not reached the diversification; Many problems, such as insufficient service and supervision of tourism management subject, restrict the development of tourism public service in Keshiketeng Banner. Therefore, the construction of tourism public service system in Kshketeng Banner should be based on reality and draw lessons from the development experience of tourism public service at home and abroad, and analyze the government's methods to perfect the tourism public service system: first, to perfect the infrastructure construction, Including transportation, accommodation, catering, public health service facilities, ancillary facilities construction, etc. The second is to integrate tourism resources and construct ecological tourism bases in the north. The specific practice is to optimize the distribution of tourism resources. Through strengthening regional cooperation to promote the optimal combination of tourism resources, the interactive development of characteristic tourism and leisure tourism can solve the bottleneck of seasonal constraints; third, strengthen the brand building and clarify the direction of tourism commodity research and development; Fourth, to strengthen the service and supervision of the main body of tourism business.
