旅游城市近郊农村经济发展模式决策研究

【摘要】：城乡二元结构是发展中国家在经济发展中必然要经历的阶段，加之中国发展战略等历史原因，使得中国城乡二元结构形势更加严峻。破解城乡二元结构迫在眉睫，旅游城市周边农村由于地域的特殊性，其经济发展具有一定的特殊性。为了缓解旅游城市同其周边农村的二元结构，本文研究该类型农村根据自身拥有的资源禀赋选取合适的经济发展模式，从而提高经济发展水平，，促进城乡统筹。本文总结当前旅游城市近郊农村经济建设中出现的四种典型的经济发展模式，包括旅游休闲、循环经济、工业化带动以及商业贸易型。在此基础上，采用层次分析法、历史资料分析方法、深度访谈法、实证分析、规范分析等定量和定性相结合方法，构建了旅游城市近郊农村经济发展模式决策模型。该模型中影响因素及其权重是结合前人研究和秦皇岛农村实际调研结果确定的。保障旅游城市近郊经济发展模式决策成功实施，前提是实现农村土地资本化。旅游城市近郊农村具有独特的地域特征，结合该地区农村宅基地整理启动农村土地资本化，实际可操作性强，为经济发展模式调整做好空间准备，有助于经济发展。因此本文研究了农村土地资本化的理论依据、意义、实现模式，提出结合农村宅基地整理启动农村土地资本化从而促进经济发展。随后，以秦皇岛市周边农村作为研究案例，论证了通过整理宅基地启动农村土地资本化对该市农村经济发展模式调整有促进作用。并选取了秦皇岛市周边四种不同类型的农村，在分析它们资源禀赋的基础上构建判断矩阵，分析计算结果，验证了模型的正确性，为缓解旅游城市同周边地区农村的二元结构提供一条新的发展思路。最后，提出了农村经济发展模式决策成功的保障机制，包括深化土地改革、完善招商机制、提高农民素质以及建立同市场接轨的流通体制。通过实证分析，旅游城市近郊农村根据自身资源状况，选择合适的经济发展模式，同时结合农村宅基地整理启动农村土地资本化，有助于农村经济发展，有效缓解了城乡二元结构矛盾，促进了城乡统筹，具有重大的现实意义。
[Abstract]:The dual structure of urban and rural areas is an inevitable stage in the economic development of developing countries. In addition to the historical reasons such as China's development strategy, the situation of urban-rural dual structure in China is even more severe. It is urgent to break through the dual structure of urban and rural areas. In order to alleviate the dualistic structure of tourism city and its surrounding countryside, this paper studies the suitable economic development model of this type of countryside according to its own resource endowment, so as to improve the level of economic development and promote the overall planning of urban and rural areas. This paper summarizes four typical economic development models in the rural economic construction in the suburbs of tourist cities, including tourism and leisure, circular economy, industrialization driven and commercial and trade. On this basis, a decision model of rural economic development model in the suburbs of tourism city is constructed by using the methods of AHP, historical data analysis, in-depth interview, empirical analysis, normative analysis and other quantitative and qualitative methods. The influencing factors and their weights in this model are determined by combining the previous studies and the actual investigation results of Qinhuangdao rural areas. To ensure the successful implementation of the economic development model in the suburbs of tourist cities, the premise is to realize the capitalization of rural land. The rural areas in the suburbs of tourist cities have unique regional characteristics. Combining with the rural homestead arrangement in this area to start the capitalization of rural land, the actual operation is strong, and the space preparation for the adjustment of the economic development mode will be helpful to the economic development. Therefore, this paper studies the theoretical basis, significance and realization mode of rural land capitalization, and proposes to start rural land capitalization in combination with rural homestead consolidation to promote economic development. Then, taking the surrounding rural areas of Qinhuangdao City as a case study, the paper demonstrates that the rural land capitalization can promote the adjustment of the rural economic development model of Qinhuangdao City through the consolidation of the rural land capitalization. Four different types of rural areas around Qinhuangdao City are selected, and the judgment matrix is constructed on the basis of analyzing their resource endowments, and the results of calculation are analyzed to verify the correctness of the model. It provides a new way of development for alleviating the dual structure of tourism city and surrounding countryside. Finally, the paper puts forward the guarantee mechanism for the successful decision-making of the rural economic development model, including deepening the land reform, perfecting the mechanism of attracting investment, improving the quality of the peasants and establishing the circulation system in line with the market. Through empirical analysis, according to the situation of resources, choosing the appropriate economic development mode, combining with the rural homestead consolidation to start the rural land capitalization, it is helpful to the rural economic development. It effectively alleviates the contradiction between urban and rural dual structure and promotes the coordination of urban and rural areas, which is of great practical significance.
