我国低碳景区构建方式研究

【摘要】:随着气候问题和环境问题的日益严重,发展低碳旅游已成为旅游业应对气候变化、履行社会责任的共识。景区作为旅游业的载体,构建低碳景区对于发展低碳具有不可比拟的意义。近年来,我国各地各种类型的低碳景区不断兴起,但评选主体不统一、构建方式欠全面等问题日益突出。基于这样的背景,对如何系统地构建低碳景区进行深入研究,本文提出了低碳景区系统构建的模型。 本研究共分为七部分,第一部分,论述本研究的背景和意义,辨析低碳旅游相关概念,并对国内外低碳旅游相关研究成果进行整理、述评,提出本文的研究方法、研究思路。 第二部分,对国内低碳景区构建现状进行分析认为,目前的构建方式停留在对细节化的研究和相对零散的状态,欠缺统一、全面、系统的构建方式,基于此提出低碳景区系统构建的模型,即理理念系统、开发设计系统、运营管理系统、评价系统,四个系统贯穿低碳景区构建的始终,相互影响和促进。 第三部分,低碳景区构建的理念系统,从思想和行为两个层面研究如何提高景区内部的低碳理念,是景区构建的最高系统,指挥并影响其他系统。思想层面应从树立低碳理念、制汀低碳规划着手,制订低碳景区战略规划可以剖析景区低碳发展的内外部环境、优劣势,提供未来明确的目标、定位和方向,有利于使景区每位成员树立低碳旅游理念,对低碳景区的发展起到方向性作用。行为层面即用具体行动落实低碳理念,包括建立景区员工低碳培训机制、宣传低碳景区形象、争创低碳景区科研基地、建立低碳景区联盟机制等。 第四部分,低碳景区的开发设计系统,研究景区的硬件设施如何低碳开发与设计。具体来说,包括四个子系统,即建筑系统、交通系统、垃圾及处理系统、碳汇系统。建筑系统从建筑结构、内部电、水设施进行低碳设计。交通系统包括交通工具、道路规划、站点设置、生态停车场的低碳化建设。垃圾处理系统从垃圾的异地及分类处理、循环使用、智能化管理等角度分析。碳汇系统将景区按照碳汇资源丰富和贫瘠的景区进行分类研究,前者应提高碳汇资源的火灾和病虫害管理水平,加强从碳汇资源的培育、管护到采伐的过程管理等。碳汇资源贫瘠的景区可根据各类林木的经济价值、生态价值、景区经济条件储备碳汇资源。 第五部分,低碳景区的运营管理系统,研究景区硬件设施的低碳制度建设和软件设施对硬件设施的智能化管理和监控,即向管理要效益。具体来说,包括供给和需求两个层面,供给角度侧重于制订低碳运营制度和建立智能化运营管理体系,需求角度侧重于对旅游者的低碳教育和引导。 第六部分,低碳景区的评价系统,从低碳景区的创建过程和创建结果两个角度分别构建评价体系,运用层次分析、模糊评判法对九寨沟、黄山、千岛湖、秦淮河景区进行实证分析,给低碳景区评选工作及景区自测提供数据支撑。 第七部分,结论与讨论,对本研究的结论进行总结并指出不足与未来研究的方向。
[Abstract]:With the increasing climate and environmental problems, the development of low-carbon tourism has become a common understanding of tourism's response to climate change and the implementation of social responsibility. As the carrier of the tourism, the construction of the low-carbon scenic spot is not comparable to the development of low-carbon. In recent years, various kinds of low-carbon scenic spots in various parts of our country have been rising, but the selection of the main body is not uniform, and the construction method is not comprehensive and so on. Based on this background, a study on how to systematically build a low-carbon scenic spot is put forward, and the model of the low-carbon scenic spot system is proposed in this paper. This study is divided into seven parts, part one, the background and significance of this study, the concept of low-carbon tourism, and the research results of low-carbon tourism at home and abroad. The second part, on the basis of the analysis of the current construction situation of the low-carbon scenic spot in China, thinks that the current construction method stays in the research of detail and the relative scattered state, and lacks the unified, comprehensive and systematic construction method, and based on this, the model of the low-carbon scenic spot system construction is put forward, that is, it is rational. The system, the development and design system, the operation management system, the evaluation system and the four systems are constructed through the low-carbon scenic spot, and the mutual influence and the concept system constructed by the third part and the low-carbon scenic area, the low-carbon concept in the scenic area can be improved from two aspects of the thought and the behavior, the highest system, the command and the shadow of the scenic area In response to other systems, the ideological level should start with the establishment of low-carbon concept and low-carbon planning of the system.
