【摘要】:随着全国经济不断的快速发展,各省市人民的生活水平有了很大的提高,平均工资水平也有所上升。为了使社会各个阶层的群体都享受到经济发展的成果,政府对低收入劳动者的保障及救济措施也成为了一个重点。1994年7月《中华人民共和国劳动法》的颁布标志着我国的最低工资制度以国家法律的形式最终确立,2004年3月1日,原劳动和社会保障部颁布了《最低工资规定》,如今最低工资制度已在全国范围内实施。该规定中明确指出,最低工资标准最少每两年调整一次。近几年来,各省市加大了对最低工资标准的测算、制定的重视程度,调整频率也越来越快。例如,2011年,全国24个省份都上调了最低工资标准,平均增幅达到22%。而在2013年全国共有26个省份调整了最低工资标准,平均增幅为18%。 最低工资标准不断提高,导致企业成本上升,使劳动力需求减少,从这个角度来看,最低工资标准对就业水平势必造成一定影响。当前国内存在很多关于最低工资标准的就业效应的研究,其中不乏理论及实证方面的多方探讨,但这些研究的结论却不大相同,不同的就业群体、不同的地区及行业最低工资标准的就业效应也不相一致,因此,其他各地区的研究与分析并不适用于山西省最低工资标准的就业效应及行业的就业效应的实际情况。山西省是国家的能源重化工基地,是国家资源型经济综合改革试验省份,正谋求经济转型与结构调整,产业结构与发展重心与其他省份存在较大差异,其最低工资标准的实施及其对就业的影响,也会表现出与其他省份不同之处,因此,对山西省进行一个独立的研究有助于最大限度地消除最低工资制度带来的不利影响,促进最低工资制度与就业和谐发展,为山西省区域经济的健康稳定发展提供一定的理论参考。 本文在阐述有关最低工资标准及其就业效应的相关理论之后,首先分析山西省最低工资标准的历史沿革及现状,对其进行纵向及横向的比较,以得出山西省最低工资标准的特点及其存在的问题。其次,基于协整理论与误差修正模型,对山西省最低工资标准对总体的就业效应进行研究,并分析其原因。再次,同样基于前文的理论,选取建筑业、制造业及采矿业三个行业,研究最低工资标准对这三个行业就业量的不同影响。最后,对以上分析中提出的问题提出一些政策建议,以期为完善山西省乃至全国的最低工资制度提出一些合理化的改进措施。

Shanxi province is the country's energy and heavy chemical industry base, is a comprehensive the reform of national resource-based economy pilot provinces, is seeking economic transformation and structural adjustment, there is a big difference between the industrial structure and development center and other provinces, the The implementation of the minimum wage and its impact on employment, will be different from that in other provinces, and so on, Shanxi Province, an independent research helps to maximally eliminate the adverse effects of the minimum wage system, the minimum wage and employment and promote harmonious development, provide a theoretical reference for health the stable development of regional economy in Shanxi province.
Based on the relevant theories about the minimum wage and employment effect, first analyzes the history and status quo of Shanxi Province, the minimum wage standard, the vertical and horizontal comparison of the characteristics of Shanxi Province, in order to get the minimum wage standard and the existing problems. Secondly, cointegration theory and error correction model based on the overall employment effect of the minimum wage in Shanxi Province, and analyzes its reason. Again, the same above theory based on the selection of building industry, manufacturing industry and mining industry three, the minimum wage standard of different influence on the three industry employment. Finally, it puts forward some suggestions on the above analysis the problem, in order to put forward some reasonable improvement measures for the improvement of Shanxi province and even the country's minimum wage system.
