【摘要】：新疆地处中国西北部，位于亚欧大陆腹地，周边与8个国家接壤，有17个国家设立的一类口岸和12个自治区设立的二类口岸，自古以来就是我国与中亚、西亚、南亚和欧洲往来的交通要道，古“丝绸之路”和“新亚欧大陆桥”为新疆发展对外贸易提供了广阔的空间：2013年，新疆实现外贸进出口总额276亿美元，同比增长10％；近几年来，阿拉山口口岸的过货量以每年大约25%的速度增长，阿拉山口站2013年过货量完成1775万吨，比上年增长7%。2013年阿拉山口铁路口岸站出口货运量为548.6万吨，进口货运量1226.4万吨。目前，阿拉山口站过货量已连续16年居全国铁路口岸第二位。可见，新疆资源优势和区位优势，，使国际物流成为新疆经济一道靓丽的风景线，并成为助推新疆国际贸易发展的一大动力。新疆国际物流高效、快速、和谐地发展对于新疆经济乃至全国进一步向西开放和区域经济一体化的发展都起着极为重要的作用。国家“十二五”规划纲要明确提出：“发挥沿边地缘优势，制定和实行特殊开放政策，加快重点口岸、边境城市、边境（跨境）经济合作区和重点开发开放试验区建设，加强基础设施与周边国家互联互通，发展面向周边的特色外向型产业群和产业基地”，并把新疆建成向西开放的重要基地，不断提升沿边地区对外开放的水平。这都为新疆物流业的发展提供了有利契机。因此，研究新疆保税区国际物流发展现状和未来发展需求，对于助推新疆经济有着极为重要的意义。本论文采取理论联系实际，定性分析与定量分析相结合的方法对新疆保税区的国际物流进行具体分析。定性的分析了新疆保税区国际物流发展现状、国际物流运作模式和特征；定量的评价了新疆保税区国际物流需求的关联分析，验证并预测了新疆保税区国际物流发展需求。最后采取宏观结合微观的方法，针对新疆保税区国际物流发展现状和未来发展需求，提出促进新疆保税区国际物流发展的对策与建议。
[Abstract]:Xinjiang is located in northwest China, located in the hinterland of Eurasia, bordering on 8 countries, there are 17 countries set up a port and 12 autonomous regions set up a second class port, China and Central Asia since ancient times. Western Asia, South Asia and Europe, the ancient "Silk Road" and "New Eurasian Continental Bridge" provided Xinjiang with a wide space for the development of foreign trade: 2013. Xinjiang's total volume of foreign trade imports and exports was 27.6 billion US dollars, an increase of 10% over the same period last year. In recent years, the traffic volume at Alashankou port has increased by about 25% per year. In 2013, the throughput of Alashankou station was 17.75 million tons. The volume of goods exported at Alashankou Railway Port Station in 2013 was five million four hundred and eighty-six thousand tons, and the import volume was twelve million two hundred and sixty-four thousand tons. Alashankou station has been in the second place of the national railway port for 16 consecutive years. It can be seen that the advantages of resources and location of Xinjiang make international logistics become a beautiful scenic spot of Xinjiang economy. And has become a major driving force to promote the development of international trade in Xinjiang. Xinjiang international logistics is efficient and fast. Harmonious development plays an extremely important role in the further opening to the west and regional economic integration of Xinjiang economy and even the whole country. The outline of the state's 12th Five-Year Plan clearly states: "give play to the geographical advantages along the border, formulate and implement special open policies, and speed up key ports and border cities." Border (cross-border) economic cooperation zones and key open pilot areas will be built, infrastructure will be strengthened and interlinked with neighboring countries, and export-oriented industrial clusters and industrial bases with characteristics oriented towards the surrounding areas will be developed. " And Xinjiang will be an important base to open to the west, constantly improve the level of opening to the outside world along the border, which provides a favorable opportunity for the development of the logistics industry in Xinjiang. It is of great significance to study the current situation and future development demand of international logistics in Xinjiang bonded area. This paper combines theory with practice, qualitative analysis and quantitative analysis to analyze the international logistics of Xinjiang bonded area, and qualitatively analyzes the current situation of international logistics in Xinjiang bonded area. The operation mode and characteristics of international logistics; Quantitative evaluation of the Xinjiang bonded area international logistics demand correlation analysis, verify and predict the Xinjiang bonded zone international logistics development needs. Finally, the macro combined with the micro method. In view of the present situation and future development demand of international logistics in Xinjiang bonded area, the countermeasures and suggestions to promote the development of international logistics in Xinjiang bonded area are put forward.
