【摘要】：通过这些年来区域经济发展的实践结果表明,以特色产业为核心的产业集群能够加快区域经济转型的升级进程,为区域经济的转型向着更快、更好方向发展。地方政府与产业集群的互动理论也表明,两者之间是互惠互利的合作型关系,所依据的载体主要是产业集群政策,这一现象产生的原因不仅仅是因为在产业集群内部的市场和系统有时候会发挥不了完全的作用,同时也是地方政府经济管理职能所在。产业集群政策在产业集群产业目前发展和长远发展当中有着很重要的作用,好的政策能对一些发展中的企业起到奖励和激励的作用,能在企业发展的同时,为整个产业链条的发展提供市场上激励,目前,我国的一些地方政府也逐渐的意识到它的重要性和必要性,在企业产业化的不断发展中,还不断制定并且完善实施了一系列的政策措施,但是这些政策的落实和实施结果并不是那么理想,另一方面又因为理论界的研究和产业集群政策的研究不能同步发展,这些因素的存在都阻碍着产业化集群的发展,也意味着政策的实施和落实推进产业发展比较困难。在这些问题的基础上,本文主要想通过东营市石油装备制造业产业集群为案例,它作为众多企业的代表,代表着众多产业中各个环节比较完善的企业之一,希望通过对它的发展的优劣势以及相关公共政策的分析评价,来为现实发展中产业集群的发展提供指导,提供理论的可实践性。本文采用理论与实践相结合的研究方法,以产业集群理论与政府经济管理职能为切入点,通过对公共政策的研究,来得出地方政府在一些政策措施的制定和实施过程中,产业集群化发展有没有也因此而受到影响,发生变化。首先,对概念性政策进行制定,分析政策理论和地方政府的一些互动理论,指出产业集群政策在产业化集群的发展方面有着极为关键的推动作用。第二,利用对东营市石油装备制造业产业集群的历史沿革、现状以及优劣势的分析,以期能够全面了解其发展过程中急需关注与解决的问题,希望由分析得出的结论可以在产业化政策的后期完善上给予一些参考,帮助其更好的完善落实。再次,主要从宏观层面及保障措施方面对东营市石油装备制造业产业集群所涉及的政策进行梳理,并从政策制定、实施以及评价三个方面分析得出政策存在的不足。最后,就东营市石油装备制造业产业集群政策在实施过程中容易出现的不可避免的问题,加以分析比较,分析其中的利弊和发展的优劣势,从理念层面、操作层面和制度层面提出改进的对策建议,以期能够为石油装备制造产业集群政策优化给予一定的借鉴。
