【摘要】：金融中心作为开展各种金融中介和交易活动的资本集散地和金融交易的清算地,具有优化金融资源配置、实现金融信息集散与价格发现和风险管理的作用。此外,金融中心是一国区域经济发展的中心,对金融深化与创新,提升一国金融经济实力、维持国家的经济安全、金融安全其重要的作用。目前全球金融中心的发展呈现出了百舸争流的趋势,但是以欧美发达国家金融中心为主、离岸金融中心和新兴市场国家金融中心为辅的基本格局没有改变。由于金融中心的重要作用,中国也开始重视发展自己的金融中心,中国各地掀起了建设金融中心的热潮。上海在中国国家建设中占有重要地位,它以其独特的地理位置优势,历史文化积淀以及经济发展模式成为了中国建设国际金融中心的不二选择。目前,上海已基本形成了多元化的市场体系和格局,也是国际上承认的金融业发达城市之一。2012年,发改委在《“十二五”时期上海国际金融中心建设规划》中明确提出,到2020年,将上海国际金融中心基本建成与我国经济实力以及人民币国际地位相适应的国际金融中心；基本形成国内外投资者共同参与、国际化程度较高的格局等目标并做出具体部署,自此,上海建设国际金融中心的进程得到了强有力的支撑。在此背景下,研究上海国际金融中心建设,具有较强的现实意义。本文试图在国际金融中心相关理论的基础上,对国际上重要金融中心的现状进行了分析,并结合我们的分析对上海金融中心在中国、亚太地区及国际上的地位,国际上的竞争力以及今后的发展进行了阐释。本文认为,随着中国政府部门对中国金融发展的国际化的水平的提升、金融服务功能的拓展、金融生态建设的完善以及人才的培养和引进,上海可以作为国际金融中心为中国乃至世界的经济发展做出巨大的贡献。
[Abstract]:As a capital distribution center and clearing place for financial transactions, financial center has the ability to optimize the allocation of financial resources. In addition, the financial center is the center of a country's regional economic development, to deepen and innovate the finance, to enhance the financial and economic strength of a country. Maintaining national economic security and financial security plays an important role. At present, the development of the global financial center has shown a trend of competition, but mainly in the developed countries in Europe and the United States. The basic pattern of offshore financial centres and emerging market national financial centres has not changed. Due to the important role of financial centres, China has also begun to attach importance to the development of its own financial center. There has been an upsurge in building financial centres across China. Shanghai occupies an important position in China's national construction. With its unique geographical position, historical and cultural accumulation and economic development model, Shanghai has become the only choice for China to build an international financial center. Shanghai has basically formed a diversified market system and pattern, and is one of the internationally recognized developed cities in the financial industry. 2012. The National Development and Reform Commission clearly put forward in the "12th Five-Year Plan" the Shanghai International Financial Center Construction Plan by 2020. To build Shanghai International Financial Center into an international financial center in line with China's economic strength and the international status of RMB; With the participation of investors both at home and abroad and the higher degree of internationalization, the process of building an international financial center in Shanghai has been strongly supported. Under this background, it is of great practical significance to study the construction of Shanghai International Financial Center. This paper attempts to analyze the current situation of the important international financial center on the basis of the relevant theories of the International Financial Center. Based on our analysis, the status of Shanghai Financial Center in China, the Asia-Pacific region and the world, the international competitiveness and the future development of Shanghai Financial Center are explained. This paper holds that with the improvement of the level of internationalization of Chinese financial development, the expansion of financial service function, the perfection of financial ecological construction, and the cultivation and introduction of talents, the government departments in China have made great efforts to promote the development of China's financial development. As an international financial center, Shanghai can make a great contribution to the economic development of China and the world.
