【摘要】：经过多年发展积累,钢铁工业已成为新疆国民经济的支柱产业,截止到“十一五”末,全疆共有钢铁冶炼企业80余家,上、中、下游相关产业企业约500余家,已具备炼铁1355万吨,炼钢1020万吨,轧钢1010万吨的生产能力。其中,落户于乌鲁木齐经济技术开发区(头屯河区)的宝钢集团新疆八一钢铁有限公司(以下简称“八钢”)可年产钢720万吨,钢产量占全疆总产量的七成还多,不仅是开发区(头屯河区)也是新疆的龙头企业和支柱产业,在经济建设、社会发展、财政税收以及稳定就业等方面发挥着重要作用。开发区(头屯河区)钢铁工业的发展拥有独特的区位优势、毗邻中亚国家和向西开放的外贸优势、中央新疆工作座谈会的政策优势和丰富的资源优势,发展潜力巨大。但同时,开发区(头屯河区)钢铁工业也面临着产能过剩、投资回报率降低、产品结构不合理、自主创新能力不强、原材料价格上涨等全局性问题。如何提升钢铁产业竞争力,笔者认为,一方面需要摸透钢铁产业所处的实际外部环境、内部环境和自身能力,另一方面需要深层次剖析如何结合地缘优势拓展钢铁产业发展的空间,并针对钢铁产业劣势提出切合实际的战略方向及措施,从而形成促进钢铁产业良性运转的发展方向。因此,本文主要利用生命周期理论和发展战略理论及相关管理分析工具及方法,对开发区(头屯河区)钢铁工业发展面临的产业链不完整、产品档次不高、研发能力欠缺等诸多瓶颈问题进行了分析。同时,结合“十二五”发展纲要对钢铁行业给予的政策引领以及开发区(头屯河区)目前的发展态势和企业落户的现状,提出了针对钢铁产业在政策推动及运用、财政资金扶持、优势资源转换、产业结构调整、完善产业链条等方面的发展战略和具体措施。
[Abstract]:After years of development and accumulation, iron and steel industry has become the pillar industry of the national economy in Xinjiang. By the end of the 11th Five-Year Plan, there are more than 80 iron and steel smelting enterprises in Xinjiang. There are more than 500 downstream related enterprises, including 13.55 million tons of ironmaking, 10.2 million tons of steelmaking and 10.1 million tons of rolling steel. Located in Urumqi Economic and technological Development Zone (Toutunhe District), Baosteel Group Xinjiang Bayi Iron and Steel Co., Ltd (hereinafter referred to as "Ba Steel") can produce 7.2 million tons of steel per year, accounting for more than 70% of the total output of Xinjiang. It is not only the development zone (Toutunhe District), but also the leading enterprise and pillar industry in Xinjiang, in economic construction, social development. Fiscal taxation and stable employment play an important role. The development of iron and steel industry in the development zone (Toutunhe District) has a unique geographical advantage, adjacent to the Central Asian countries and foreign trade advantages to the west. The policy advantages and abundant resource advantages of the central Xinjiang work forum have great potential for development, but at the same time, the iron and steel industry in the development zone (Toutunhe district) is also facing overcapacity and lower return on investment. The product structure is unreasonable, the independent innovation ability is not strong, the raw material price rises and so on overall problem. How to enhance the iron and steel industry competitive power, the author thinks, on the one hand, needs to understand the actual external environment of the steel industry. On the other hand, it is necessary to analyze how to expand the development space of iron and steel industry in combination with geographical advantages, and to put forward practical strategic direction and measures in view of the disadvantages of iron and steel industry. Therefore, this paper mainly uses life cycle theory and development strategy theory and related management analysis tools and methods. The development of iron and steel industry in the development zone (Toutunhe District) is faced with incomplete industrial chain, low product quality, lack of R & D capacity and many other bottlenecks. At the same time. In combination with the policy guidance given by the 12th Five-Year Plan to the steel industry, the current development situation of the development zone (Toutunhe District) and the present situation of the establishment of enterprises, the paper puts forward the promotion and application of the policy for the steel industry. The development strategy and concrete measures of financial support, advantage resources conversion, industrial structure adjustment, and improvement of industrial chain.
