【摘要】：丝绸之路经济带战略是我国顺应经济全球化和区域经济一体化发展的重大举措,是构建全方位对外开放格局、加快区域协调发展的重要战略部署。新疆地处我国西北边陲,周边与八国接壤,是丝绸之路经济带战略的核心区,肩负着打造新引擎、实现新突破的重任,这就要求新疆在新形势下,提升经济发展质量和扩大经济规模,集结各方优势,促进经济保“值”增“质”,具备足够的集聚和辐射能力、足够的经济腹地和战略纵深,因此,提高新疆经济发展质量是“核心区”形成新的增长极的前提,对于推动新疆经济持续稳定发展和维护新疆的繁荣稳定具有重要意义。本文在对国内外关于经济发展质量相关研究成果概括总结的基础上,结合丝绸之路经济带战略对经济发展质量提出的新要求,对经济发展质量的内涵进行明确界定,认为其包括经济发展质量水平和经济发展效率两方面,并进一步对新疆经济发展质量进行分析。首先,对新疆经济发展现状和存在问题进行分析;其次,从创新性、协调性、绿色性、开放性和共享性等五个方面提出了经济发展质量评价的理论框架,构建了经济发展质量评价的指标体系,运用改进的熵权法和TOPSIS模型对新疆经济发展质量水平和经济发展效率进行综合评价,并与丝绸之路经济带国内段沿线省区进行比较分析;第三,构建了经济发展质量影响因素理论框架,探索了影响因素的作用路径,并建立了联立方程模型对新疆经济发展质量的影响因素进行研究;最后,在对新疆经济发展质量综合分析的基础上,提出促进新疆经济发展质量提升的政策建议。本文的主要结论是:第一、新疆经济发展质量呈上升态势,且短期内保持不变,但在丝绸之路经济带国内段沿线省区中,处于下游水平,开放性和共享性是新疆经济发展质量不断上升的核心动力,安全性为新疆经济发展质量的持续改善奠定坚实基础,协调性对新疆经济发展质量的影响较小;第二、新疆经济发展效率不断上升,但与理想值仍存在较大差距,新疆经济发展质量水平具有较大的提升空间;第三、经济安全和经济规模对经济发展质量具有促进作用,消费、生态存量、物质资本和生态保护经费对经济发展质量具有一定的负面影响,贸易规模、知识存量、人力资本和生态消耗量对经济发展质量的影响较弱;第四,基于本文的研究结论和新疆的具体省情,分别从基础设施、产业结构等八个方面提出促进新疆经济发展质量不断提升的对策建议。
[Abstract]:The Silk Road economic belt strategy is an important measure for our country to adapt to economic globalization and regional economic integration. It is an important strategic arrangement to construct an all-directional opening pattern and accelerate regional coordinated development. Xinjiang is located in the northwest border of China. Bordering the eight countries, the periphery is the core area of the Silk Road economic belt strategy, shouldering the task of building a new engine and achieving a new breakthrough. This requires Xinjiang to upgrade the quality of economic development, expand the economic scale, and assemble the advantages of all sides under the new situation. To promote economic "value", "increase" "quality", have sufficient ability to gather and radiation, sufficient economic hinterland and strategic depth, therefore, to improve the quality of economic development in Xinjiang is the prerequisite for the "core region" to form a new growth pole. It is of great significance to promote the sustained and stable economic development of Xinjiang and to maintain the prosperity and stability of Xinjiang. In combination with the new requirements for the quality of economic development put forward by the strategy of the Silk Road Economic Belt, the connotation of the quality of economic development is clearly defined, which includes two aspects: the quality level of economic development and the efficiency of economic development. And further analyze the quality of Xinjiang's economic development. Firstly, analyze the current situation and existing problems of Xinjiang's economic development; secondly, from the innovation, coordination, green, This paper puts forward the theoretical framework of economic development quality evaluation from five aspects of openness and sharing, and constructs the index system of economic development quality evaluation. The improved entropy weight method and TOPSIS model are used to evaluate the quality level and efficiency of economic development in Xinjiang, and compared with the provinces along the domestic section of the Silk Road Economic Belt. This paper constructs the theoretical framework of the influencing factors of economic development quality, explores the action path of the influencing factors, and establishes the simultaneous equation model to study the influencing factors of the economic development quality in Xinjiang. Based on the comprehensive analysis of the quality of Xinjiang's economic development, this paper puts forward some policy suggestions for promoting the quality of Xinjiang's economic development. The main conclusions of this paper are as follows: first, the quality of Xinjiang's economic development is on the rise and remains unchanged in the short term. However, in the provinces and regions along the domestic section of the Silk Road Economic Belt, they are at the downstream level. Openness and sharing are the core driving forces for the continuous improvement of Xinjiang's economic development quality, and security lays a solid foundation for the sustained improvement of Xinjiang's economic development quality. Second, Xinjiang's economic development efficiency is rising, but there is still a big gap with the ideal value, Xinjiang's economic development quality level has a greater room for improvement; third, Economic security and economic scale promote the quality of economic development, consumption, ecological stock, material capital and ecological protection funds have a certain negative impact on the quality of economic development, trade scale, knowledge stock, The impact of human capital and ecological consumption on the quality of economic development is weak; 4th, based on the conclusions of this paper and the specific situation of Xinjiang, respectively, from the infrastructure, Industrial structure and other eight aspects to promote the quality of economic development in Xinjiang to improve the quality of countermeasures and suggestions.
