区域经济一体化发展趋势与中国自贸区战略

【摘要】：自上个世纪90年代,经济全球化加速发展,但多边贸易谈判进展缓慢,在这样的背景下区域经济合作蓬勃发展。2008年爆发的全球性金融危机进一步促使“贸易保护主义”开始抬头,进而“以建立自由贸易区为制定区域经济一体化协议的主要目标”的理念方针开始在全世界范围内蔓延,更多的国家开始将其提到与WTO同等重要甚至更加优先的地位,并依此制定了相应的国家战略。面对全球经济一体化的浪潮,中国积极调研,认真落实融入全球经济一体化的战略方针,在近几年内,跨越式地完成了数个自由贸易区的谈判和建设。然而与新一代自由贸易区规则标准相比,中国自由贸易区的谈判和建设仍然还存在着一定程度的不足。因此,结合国际区域一体化发展态势,选择符合世界经济形势、自身发展特点和本国国情的自贸区战略的研究对于推动中国参与区域经济一体化的发展具有十分重要的意义。本文首先对研究的背景及意义进行概述,运用理论分析方法对区域经济一体化的相关文献进行梳理。第二,结合区域经济一体化的相关数据与实际发展情况,以全球视角对目前全球区域经济一体化的发展态势进行研究和分析,进一步明晰了中国自由贸易区建设的外部环境,同时肯定了自贸区建设在区域经济一体化发展中的主导地位。第三,归纳整理了中国自由贸易区的发展现状和主要特点,同时,选取“中国—东盟”、“中国—智利”、“中国—新西兰”三个具有代表性的自贸区作为分析对象,并从国际贸易和投资这两个角度对这三个自由贸易区为中国带来的利益进行数据分析,进而得出了相应的启示,并归纳了中国自由贸易区建设面临的问题:缺少完整清晰的自由贸易区发展路线图、自由贸易区建设仍处于较低水平、相关伙伴国范围局限且质量有待提高、相关配套体系尚未成型等问题。最后,将理论分析与实际分析相结合,研究得出中国需要进一步清晰、具体化其自由贸易区战略,以自身为核心构建自由贸易网络;进一步提高自由贸易区的建设水平;提高自由贸易区合作伙伴的选择标准;积极完善推进其配套体系的建设,从而更好地适应国际经济形势,更快地融入到国际区域经济一体化快速发展的浪潮中。
[Abstract]:Since -10s, economic globalization has accelerated, but multilateral trade negotiations have been slow. Against this background, regional economic cooperation flourished. The global financial crisis that broke out in 2008 further contributed to the rise of "trade protectionism", Then the idea of "establishing free trade zones as the main objective of regional economic integration agreements" began to spread around the world, and more countries began to raise it to the same important or even higher priority as the WTO. In the face of the wave of global economic integration, China has actively investigated and conscientiously implemented the strategic principle of integration into the global economy. In recent years, The negotiation and construction of several free trade zones have been completed by leaps and bounds. However, compared with the new generation of rules and standards of free trade zones, the negotiation and construction of China's free trade zones still have some shortcomings. In the light of the development trend of international regional integration, the choice is in line with the world economic situation, It is of great significance for China to participate in the development of regional economic integration. Firstly, this paper summarizes the background and significance of the study. Using the method of theoretical analysis to sort out the relevant documents of regional economic integration. Second, combined with the relevant data of regional economic integration and the actual development situation, This paper studies and analyzes the development trend of global regional economic integration from a global perspective, and further clarifies the external environment for the construction of China's free trade zone. At the same time, it affirms the leading position of the construction of free trade area in the development of regional economic integration. Third, it summarizes the current situation and main characteristics of the development of China's free trade area, and at the same time, Three representative free trade zones, namely "China-ASEAN", "China-Chile" and "China-New Zealand", are selected as the analysis objects. And from the perspective of international trade and investment, this paper analyzes the benefits of these three free trade zones for China, and then draws the corresponding enlightenment. The problems facing the construction of free trade area in China are summarized: the lack of a complete and clear road map for the development of free trade area, the low level of free trade area construction, the limited scope of relevant partner countries and the need to improve the quality of the free trade zone. Finally, by combining theoretical analysis with practical analysis, it is concluded that China needs to further clarify its free trade zone strategy and construct free trade network with its core; To further improve the level of construction of free trade zones; to raise the criteria for selecting partners in free trade zones; and to actively improve and promote the construction of its supporting system so as to better adapt to the international economic situation. Faster integration into the international regional economic integration of the rapid development of the tide.
