沙市经济开发区产业集聚的企业支撑策略研究

【摘要】：党的十八大报告指出：“坚持走中国特色新型工业化、信息化、城镇化、农业现代化道路。”我国城镇化的推进要与产业化同步推进。综观我国城镇化率较高的东部沿海地区,均是通过承接产业转移,形成产业集聚创造大量就业岗位,吸引各类人才来发展,从而提升城镇化质量、带动当地经济发展。镇域产业园区是建制镇行政区域内的经济园区,是区域经济的一个单元,但也是一个开放的经济体,不同于以往区域经济发展的强调重点,镇域产业园区作为县域经济的重要组成部分和区域经济最小的载体,以其发展带动县域经济发展。发展壮大镇域产业园区,是实施统筹城乡方略的重要节点,支持着农业现代化和新农村建设,推动着农村工业化和城镇化。沙市经济开发区是以企业为支撑点、以镇域产业园区为依托促进产业集聚,是沙市区经济发展和对外开放的重要平台,其发展或直接或间接地受到国际国内形势变化的影响。因此本论文以产业集聚理论、区域经济学中关于镇域经济发展理论为基本指导理论,以沙市经济开发区综合发展面临的机遇与挑战为前提,在其发展的条件与基础上分析沙市经济开发区发展中存在的问题及问题的成因,进一步明确开发区在区域与产业方面的定位,提出开发区综合发展的重点产业选择,在此基础上结合企业支撑战略,从多个方面为开发区产业发展的政策支持体系以及相关的政策实施机制的构建提出建议。最后,在研究典型性镇域经济产业园区集聚的基础上,得出了发展镇域经济是构建和谐社会,促进经济发展的科学途径。本文的创新之处在于：在对产业集聚理论以及产业集聚下企业的研究现状的分析和梳理的基础上,从镇域经济的角度出发,比较全面、系统地分析了沙市经济开发区在区域与产业方面的定位,提出开发区综合发展的重点产业选择,并从企业的角度为开发区产业发展的政策支持体系及相关政策实施机制提出建议。这是从一个新的角度对区域经济发展战略进行诠释。上述的创新对分析和推动区域产业集群的演进和升级、提高产业竞争力和区域竞争力有明显的现实意义,可为其他地区,尤其是欠发达地区镇域产业集群的发展提供较高的借鉴作用。本文研究的具体内容主要有：第一章是绪论。主要是本文的研究背景和研究意义、国内及国外研究现状、研究思路与研究方法等。提出了本文的研究背景和理论基础。第二章主要介绍沙市经济开发区综合发展的基础与条件。分别从沙市经济开发区的农业、产业集群、项目建设情况分析了其综合发展的基础。同时,从其区位、资源、政策、招商引资环境、产学研合作机制、园区建设以及基础设施建设七个方面总结沙市经济开发区已具备的软硬件优势条件。第三章是沙市经济开发区综合发展存在的问题及成因分析。主要阐述沙市经济开发区投资环境建设滞后、区域合作机制缺失、现代服务业发展滞后、新兴产业严重缺失及工业经济后劲不足四个主要问题,并分析其成因以更好的提出相应的对策建议。第四章是沙市经济开发区综合发展的区域与产业定位。根据沙市区锣场镇(经济开发区)区域优势,进而得出其工业发展的中期、长期及超长期的战略定位。同时结合沙市区内外比较优势、增长潜力、关联效应、就业吸纳率、技术进步空间以及可持续发展分析其产业发展方向。第五章是沙市经济开发区综合发展的重点产业选择。开发区除了应重点发展锣场镇五大工业主导产业外,还应重点发展与之配套的现代服务业、战略性新兴产业集群中的新材料、新能源、循环经济和节能环保产业。第六章是构建以企业为支撑的沙市经济开发区产业发展政策支持体系。根据分析提出企业融资机制,人才战略,支持企业自主创新等对策建议。
[Abstract]:The eighteen major report of the party points out, "adhere to the new industrialization of Chinese characteristics, information, urbanization, and the road of agricultural modernization." the promotion of urbanization in China should be synchronized with industrialization. In a comprehensive view of the eastern coastal areas with higher urbanization rate in China, it is all through undertaking industrial transfer to create industrial clusters to create large numbers of jobs and attract a large number of jobs. All kinds of talents have been developed to improve the quality of urbanization and promote the development of local economy. The industrial park of the town is an economic Park in the administrative region of the town, a unit of regional economy, but also an open economy, which is different from the emphasis of the previous regional economic development, and the industrial park of the town is an important group of the county economy. As the smallest carrier in the region and the regional economy, the development of the county economy is driven by its development. The development and expansion of the industrial park of the town is an important node in the implementation of the plan of urban and rural areas, supporting the modernization of agriculture and the construction of the new countryside, promoting the industrialization and urbanization of the countryside. The Shashi economic development zone is based on the enterprise as the support point and the industrial park in the town area. In order to promote industrial agglomeration, it is an important platform for economic development and opening to the outside world. Its development is affected by the changes of international and domestic situations directly or indirectly. Therefore, this thesis is based on the theory of industrial agglomeration, the theory of the development of the town economy in regional economics as the basic guiding theory, and the comprehensive development of the Shashi economic development zone. On the basis of the opportunity and challenge, the existing problems and causes of the development of Shashi economic development zone are analyzed on the basis of the conditions and conditions of its development, and the orientation of the Development Zone in the area and industry is further clarified, and the key industry selection of the comprehensive development zone is put forward. On this basis, the enterprise support strategy is combined in many aspects. The policy support system of the Development Zone Industry Development and the construction of the relevant policy implementation mechanism are proposed. Finally, on the basis of the study of the agglomeration of the typical industrial parks, the scientific way to develop the town economy is to build a harmonious society and promote the economic development.
The innovation of this paper is: on the basis of the analysis and combing of the theory of industrial agglomeration and the research status of enterprises under industrial agglomeration, from the point of view of the town economy, the positioning of Shashi Economic Development Zone in regional and industrial aspects is systematically analyzed, and the key industry selection of the comprehensive development zone is put forward. This is a new perspective to explain the strategy of regional economic development from a new point of view. The above innovation has obvious realistic meaning for the analysis and promotion of the evolution and upgrading of regional industrial clusters, and the improvement of industrial competition and regional competitiveness. It can provide a reference for other regions, especially the development of industrial clusters in less developed areas.
The main contents of this paper are as follows:
The first chapter is the introduction, which mainly focuses on the background and significance of the research, the status of domestic and foreign research, research ideas and research methods, etc., and puts forward the research background and theoretical basis of this paper.
The second chapter mainly introduces the basis and conditions of the comprehensive development of Shashi economic development zone. From the agriculture, industrial cluster and project construction of Shashi Economic Development Zone, the foundation of its comprehensive development is analyzed. At the same time, from its location, resources, policy, investment and investment environment, the cooperation mechanism of production and research and research, the construction of the park and the construction of the infrastructure, seven parties It summarizes the advantages and disadvantages of software and hardware that Shashi Economic Development Zone has.
The third chapter is the existing problems and causes of the comprehensive development of Shashi economic development zone. It mainly expounds the lagging of the investment environment in Shashi Economic Development Zone, the lack of regional cooperation mechanism, the lag of the development of modern service industry, the serious lack of new industries and the lack of four main problems in the industrial economy. Countermeasures and suggestions.
The fourth chapter is the regional and industrial orientation of the comprehensive development of Shashi economic development zone. According to the regional advantages of Sasha town (Economic Development Zone), the strategic positioning of the medium term, long-term and super long period of its industrial development is obtained. And the sustainable development analysis of its industrial development direction.
The fifth chapter is the key industry choice for the comprehensive development of Shashi economic development zone. In addition to developing the five major industrial leading industries in Gong Chang town, the development zone should also focus on developing the modern service industry, new materials, new energy, recycling economy and energy conservation and environmental protection industry in the strategic emerging industrial clusters.
The sixth chapter is to construct the support system of the industrial development policy of Shashi Economic Development Zone, which is supported by the enterprise. According to the analysis, it puts forward some countermeasures and suggestions, such as enterprise financing mechanism, talent strategy, and independent innovation of enterprises.
