乌鲁木齐县农村人力资源开发问题研究

【摘要】：人力资源作为区域经济发展的“第一要素”，对其他经济要素的配置效率发挥着决定性的作用。从乌鲁木齐县农村的整体情况出发，从人口、资源、环境等发展要素来看，人口数量众多但人力资源整体素质不高，人口增长过快导致资源承载能力负担过重的问题是制约其经济发展的根本因素。所以研究农村人力资源开发不仅对乌鲁木齐县有着十分重要的意义，而且对新疆农村经济发展也有着现实意义。本文以人力资源理论、农村人力资源开发理论为理论基础，采用问卷调查、文献综述等方法，以乌鲁木齐县农村为例，就如何加快农村人力资源开发进行了一些探索。本论文首先归纳和总结了国内外的研究理论，比较和分析了相关的研究成果。通过调研和走访的方式，然后对乌鲁木齐县农村人力资源开发的现状进行描述，从现状的分析中得出相关数据，从而找出农村人力资源开发中存在的问题和影响因素。最后探索性地提出了一些完善乌鲁木齐县农村人力资源开发的对策建议，，包括控制人口增长、加大医疗卫生的投入力度、完善医疗服务体系、加大基础教育的力度、优化农村富余劳动力的转移、增加农村职业技能培训的投入等对策及建议。
[Abstract]:As the first element of regional economic development, human resources play a decisive role in the allocation efficiency of other economic elements. Proceeding from the overall situation in the rural areas of Urumqi County, the population is large but the overall quality of human resources is not high in terms of population, resources, environment and other development elements. Too fast population growth leads to the excessive burden of resource carrying capacity, which is the fundamental factor restricting its economic development. Therefore, the study of rural human resources development is not only of great significance to Urumqi County, but also to the development of rural economy in Xinjiang. Based on the theory of human resource and the theory of rural human resource development, this paper makes some exploration on how to speed up the development of rural human resources by means of questionnaire survey and literature review, taking Urumqi County as an example. This paper first summarizes and summarizes the domestic and foreign research theory, compares and analyzes the related research results. Through the way of investigation and visit, this paper describes the current situation of rural human resource development in Urumqi County, obtains the relevant data from the analysis of the present situation, and finds out the existing problems and influencing factors in the development of rural human resources. Finally, some countermeasures and suggestions are put forward to improve the development of rural human resources in Urumqi County, including controlling population growth, increasing the investment in medical and health care, perfecting the medical service system, and increasing the strength of basic education. To optimize the transfer of surplus rural labor force and increase the input of rural vocational skills training and other countermeasures and suggestions.
