麻阳柑橘产业集聚化发展研究

【摘要】：产业集聚理论的研究最早可以追溯到十八世纪七十年代，，在十九世纪九十年代得以完整定义，并在近、现代得到不断完善。它是一种能在区域产业经济发展过程中起到促进作用的、有效的、重要的产业组织形式，它有助于区域内特定领域产业群通过互相之间的溢出效应促进技术、信息、人才等重要生产要素的交流，从而提高产业群的创新能力，有助于集聚在该区域的特定领域产业群形成外部规模优势从而获得规模经济效益，有助于增强区域内特定领域产业群的整体竞争优势，从而促进区域经济社会的和谐发展。我国目前的产业集聚现象也因为经济的高速发展而暴露出了诸多问题，比如资本、技术人力资源短缺和创新不足等。产业集聚迫切需要新思路、新模式、新理念、新方式研究具体地区的产业发展问题，推动现存的产业集聚系统向产业集聚生态系统跃升。本文从对湖南麻阳苗族自治县柑橘产业集聚化发展的研究背景入手，对麻阳柑橘产业发展情况进行了概括，具体从产业规模、产业链条、产业化组织、品牌意识和产业地位等方面进行了现状分析，对麻阳柑橘产业集聚度进行了产业区位布局情况、产业关联情况和生产服务业比重情况等进行了定量分析，提出了麻阳柑橘产业集聚中存在柑橘生产基地发展滞后、商品化处理企业发展滞后、运销组织能力发展滞后和产业链主体间结合发展滞后等方面的问题，在以上分析的基础上提出了该区域特色产业集聚化发展的战略目标、任务和路径，并提出麻阳柑橘产业必须集聚技术、市场、媒体、厂商、协会、部门等力量抓柑橘品质提升、摘后处理、品牌创建、宣传和专项资金投入等集聚化发展的政策建议。
[Abstract]:The research of industrial agglomeration theory can be traced back to the eighteen-seventies. It is an effective and important form of industrial organization that can play a promoting role in the process of regional industrial economic development. It helps industrial clusters in specific areas of the region to promote technology and information through mutual spillover effects. The exchange of important factors of production, such as talents, in order to improve the innovation ability of industrial clusters, is conducive to the formation of external scale advantages of industrial clusters gathered in specific areas of the region, thus obtaining economies of scale. It is helpful to strengthen the overall competitive advantage of industrial clusters in specific areas and promote the harmonious development of regional economy and society. The phenomenon of industrial agglomeration in our country has also exposed many problems because of the rapid development of economy, such as the shortage of capital, technical human resources and innovation. Industrial agglomeration urgently needs new ideas, new models, new ideas and new ways to study the problems of industrial development in specific regions, and to promote the existing industrial agglomeration system to the industrial agglomeration ecosystem. Starting with the research background of citrus industry agglomeration development in Mayang Miao Autonomous County of Hunan Province, this paper summarizes the development of citrus industry in Mayang County, including the scale of industry, the chain of industry, and the organization of industrialization. Based on the analysis of the current situation of brand awareness and industrial status, this paper makes a quantitative analysis of the industrial location, the industrial association and the proportion of production and service industry in Mayang citrus industry. In the process of citrus industry agglomeration in Mayang, the problems such as the lagging of citrus production base, the development of commercialization processing enterprises, the development of transportation and marketing organization ability and the development of integration between the main bodies of industry chain are put forward. On the basis of the above analysis, the paper puts forward the strategic goal, task and path for the development of regional characteristic industry agglomeration, and points out that Mayang citrus industry must concentrate on the technology, market, media, manufacturers, associations, departments and other forces to improve citrus quality. After-treatment, brand-building, publicity and special capital investment and other agglomeration development policy recommendations.
