【摘要】：粤港、粤澳合作框架协议是指导粤港澳合作的纲领性、综合性文件,是"一国两制"下作出的特殊政策和灵活制度安排,指导合作步入深度整合阶段。"十二五"时期,粤港澳合作迅猛发展、全面发展、创新发展、一体发展,世界级城市群已现雏形。"十三五"时期,实现共建世界级城市群目标,要转换合作思维,构建制度共同体,提升区域核心竞争力,促进可持续发展。
[Abstract]:The framework agreement on cooperation between Guangdong, Hong Kong, Guangdong and Macao is the programmatic and comprehensive document guiding the cooperation between Guangdong, Hong Kong and Macao. It is a special policy and flexible institutional arrangement made under "one country, two systems" and guides the cooperation to enter the stage of deep integration. " During the "12th Five-Year Plan" period, the cooperation between Guangdong, Hong Kong and Macao developed rapidly, with all-round development, innovative development and integrated development. World class urban agglomerations have taken shape. " In the 13th Five-Year Plan period, in order to realize the goal of building world class urban agglomeration, we should change the cooperative thinking, construct the system community, promote the regional core competitiveness and promote the sustainable development.
