遗产保护对区域非均衡发展问题的破解研究

【摘要】：文化遗产保护工作是一项任重道远的社会公益事业,保护主体应为社会公众,无论遗产处于发达城市亦或是偏远山区,都应调动遗产保护区居民对遗产保护的认知度与责任感,文化遗产才能够实现长远保护与发展。在文化遗产保护工作实践中,常常面临文化遗产保护区与居民生活区相重叠的状况,部分遗产保护工作的方式和理念会影响居民正常生产生活,导致遗产保护工作与当地居民对经济发展渴求的背离。并且大多遗产保护区在保护和展示过程中并未充分发掘出遗产的文化价值、保护区缺乏合理的发展策略,文化遗产利用方式单一,由此产生遗产保护区内人口发展的强大压力、相对落后的经济状况以及社区贫困问题,区域经济社会发展的非均衡性表现明显。针对遗产保护区面临的非均衡发展问题,本文以汉阴凤堰梯田作为研究对象,通过对凤堰梯田所在区域进行分析,试图探索出破解遗产保护区非均衡发展问题的途径。本文首先介绍区域非均衡发展理论、文化遗产保护利用、文化与区域关系的研究现状,其次论述目前存在于遗产地所在区域内、外的非均衡发展现状,着重分析遗产保护区区域内、外非均衡发展产生的原因,从而引出本文的论点——遗产保护能够破解区域发展的非均衡。再次,进行案例实证分析。引入汉阴凤堰梯田保护发展的案例,通过评估汉阴凤堰梯田所在区域内、外在进行保护规划方案制定与实施前后的状况变化,证明文化遗产保护同区域发展可以趋于均衡。同时,将这一论点进行扩展研究,引入龙岗寺遗址所在区域现状,对其今后在文化遗产保护与区域经济和谐发展应用前景上进行探讨,最终得出文化遗产保护可以破解遗产保护区区域非均衡发展问题的结论。本研究还存在很多不足之处,敬希各位纠缪指正。
[Abstract]:The protection of cultural heritage is a social public undertaking with a long way to go. The main body of protection should be the public. Whether the heritage is in a developed city or in a remote mountain area, the residents of the heritage reserve should be mobilized to have a sense of awareness and responsibility for the protection of the heritage. Cultural heritage can realize long-term protection and development. In the practice of cultural heritage protection, it is often faced with the situation that the cultural heritage protection areas overlap with the residents' living areas. The ways and concepts of some heritage protection work will affect the normal production and life of the residents. This has led to a departure between heritage conservation and local residents' thirst for economic development. And most of the protected areas have not fully excavated the cultural value of the heritage in the process of protection and display, the protection areas lack of reasonable development strategy, the way of cultural heritage utilization is single, resulting in the strong pressure of population development in the heritage reserves. Relative backward economic situation and community poverty, the regional economic and social development of uneven performance. Aiming at the problem of unbalanced development in the heritage reserve, this paper takes the Fengyan terrace in Hanyin as the research object, through the analysis of the area where the terrace lies, attempts to explore the way to solve the unbalanced development of the heritage reserve. This paper first introduces the theory of regional unbalanced development, the protection and utilization of cultural heritage, the current research status of cultural and regional relations, and then discusses the current situation of unbalanced development in and outside the heritage area. This paper mainly analyzes the causes of the unbalanced development in the area of heritage reserves, which leads to the argument that the protection of heritage can solve the disequilibrium of the development of the region. Again, the case empirical analysis. This paper introduces the case of the protection and development of Hanyin Fengyan terrace, and proves that the cultural heritage protection and the regional development can be balanced by evaluating the changes of the situation before and after the establishment and implementation of the protection planning scheme for the terraced field of Hanyin Phoenix Weir. At the same time, the thesis is extended to the present situation of Longgang Temple site, and the prospect of its application in the protection of cultural heritage and the harmonious development of regional economy in the future is discussed. Finally, the conclusion that the protection of cultural heritage can solve the problem of unbalanced development of heritage reserves. There are still many shortcomings in this study.
