房地产贷款信用风险控制研究

【摘要】:房地产业是资金密集型行业,与金融业的发展密切相关。信用风险一直是银行业,乃至整个金融业最古老最重要的风险形式,是金融机构和监管部门风险管理的主要对象和核心内容。我国房地产业经过十几年的快速发展,带动了房地产贷款投放量持续迅猛增加。截至2013年末,我国人民币房地产贷款余额14.61万亿元,占各项贷款的20.32%,全年增加2.34万亿元,同比多增9987亿元,全年增量占同期各项贷款增量的28.1%。由于房地产贷款能有效落实抵押,,而且我国房价处于快速上升期,房地产贷款的不良贷款率相对较低,房地产贷款成为各商业银行竞相争夺的优质业务,商业银行放松了对房地产贷款信用风险的管理,积累和隐藏了一定的信用风险。因此,房地产贷款信用风险管理也成为当今金融领域和金融法领域一个重要的研究课题。 本文以房地产贷款信用风险控制为研究对象,第1章介绍了选题的意义和目的、研究的方法和角度、明确了研究的内容和创新点;第2章分析了房地产贷款的组成、特点、现状以及近三年的房地产贷款信贷政策和货币政策;第3章首先介绍了房地产贷款信用风险的含义,后面分别分析了法人房地产贷款和个人房地产贷款信用风险现状;第4章分析了美国和日本法律对房地产贷款信用风险规制的现状,着重分析了美国次贷危机发生的前因后果,同时总结了国内部分学者对我国房地产贷款信用风险的研究情况;第5章介绍了笔者实地调研的某商业银行房地产贷款信用风险状况,重点分析了该行房地产贷款信用风险管理方法;最后一章,根据上面的研究分析,提出我国商业银行房地产贷款信用风险的防范对策建议:第一、加强金融基础设施建设,特别是法治环境和信息披露方面;第二、建立商业银行全流程信用风险控制体系,包括贷前调查、中期管理、贷后管理以及贷款风险化解等;第三、加大系统研发投入,提高房地产贷款监测水平;第四、扩大房地产贷款证券化规模;第五、注重人才储备和培养。
[Abstract]:The real estate industry is a capital-intensive industry, closely related to the development of the financial industry. Credit risk has always been the most ancient and important form of risk in banking and even the whole financial industry. It is the main object and core content of risk management in financial institutions and regulatory departments. After more than ten years of rapid development, real estate loans have been increasing rapidly. Until end of 2013. The balance of RMB real estate loans in China was 14.61 tillion yuan, accounting for 20.32 yuan of all loans, an increase of 2.34 tillion yuan in the whole year, and an increase of 998.7 billion yuan over the same period last year. The annual increment accounts for 28.1% of all loan increments in the same period. Because real estate loans can effectively implement the mortgage, and our country's house prices are in a period of rapid increase, the non-performing loan rate of real estate loans is relatively low. Real estate loan has become a quality business that commercial banks compete for. Commercial banks relax the management of credit risk of real estate loans and accumulate and hide certain credit risk. Credit risk management of real estate loans has also become an important research topic in the field of finance and financial law. This paper takes the real estate loan credit risk control as the research object. The first chapter introduces the significance and purpose of the topic, the research method and angle, and clarifies the content and innovation of the research; The second chapter analyzes the composition of real estate loans, characteristics, the current situation and the recent three years of real estate loan credit policy and monetary policy; Chapter 3 first introduces the meaning of real estate loan credit risk, and then analyzes the current situation of legal person real estate loan and personal real estate loan credit risk respectively. Chapter 4 analyzes the current situation of the regulation of the credit risk of real estate loans under the laws of the United States and Japan, focusing on the causes and consequences of the subprime mortgage crisis in the United States. At the same time, it summarizes some domestic scholars' research on the credit risk of real estate loan in China. Chapter 5 introduces the real estate loan credit risk situation of a commercial bank investigated by the author on the spot, focusing on the analysis of the real estate loan credit risk management method of the commercial bank. The last chapter, according to the above research and analysis, puts forward the countermeasures and suggestions to prevent the credit risk of commercial banks' real estate loans: first, strengthen the financial infrastructure construction, especially the rule of law environment and information disclosure; Second, establish the whole process credit risk control system of commercial banks, including pre-loan investigation, medium-term management, post-loan management and loan risk resolution; Third, increase the system research and development investment, improve the monitoring level of real estate loans; 4th, expand the scale of real estate loan securitization; 5th, pay attention to talent reserve and training.
