住房反向抵押贷款在我国的操作模式研究

【摘要】:目前,我国的老龄化程度不断加深,每个家庭里的老人所占的比例不断变大,人们的生活质量也随着老人的增多而下降。与发达国家的国情不同,他们是经济实力雄厚之后才进入老龄化,而现在我国经济实力还薄弱就已经进入了老龄化。目前,养老问题已成为我国需要面临的严峻问题,所以,如何解决养老问题、保障他们的生活质量成为政府面临的挑战,也是全社会共同努力的方向。虽然我国的经济实力有限,但由于我国住房自有化率的提高,老年人可以用属于自己的资产保障自己的晚年生活。但房屋属于不动产资产,变现比较困难,不像流动资产一样能够支付老年人的日常消费,而住房反向抵押贷款模式的提出,能够解决这一难题。 住房反向抵押贷款在我国还是一种处于初步阶段的金融创新产品,虽然许多发达国家对此产品有许多介绍和实践经历,但是由于国情的不同,直接把外国的产品搬到中国实施是不会成功的。我国许多的专家学者对住房反向抵押贷款模式的研究主要集中于对这种模式的阐述、国外开展该模式的做法、我国推广此模式的可行性等方面。本文介绍了国内开展此业务未成功推广的做法,总结其中的教训,从我国的具体情况出发阐述了住房反向抵押贷款模式在我国是可行的,并以此设计了开展此业务的流程。本文第一章介绍了选题背景和研究意义,归纳了国内外学者对住房反向抵押贷款研究的成果,并提出了这篇文章的研究方法、实现的创新和不足之处。第二章概述了住房反向抵押贷款的概念、特点,并分别介绍了美国、加拿大、新加坡、日本和英国这些发达国家开展此项业务的成功模式。第三章分别阐述了上海、南京、北京、哈尔滨我国的这些主要城市曾开展住房反向抵押贷款实施的情况,从而吸取了其中的教训的原因,并从我国的国情方面阐述了我国开展住房反向抵押贷款可行的原因。第四章为我国成功开展住房反向抵押贷款业务需要经历的步骤和操作流程进行了设计第五章为使住房反向抵押贷款得到大众的认可提出了相应的政策建议。本文希望经过对住房反向抵押贷款操作模式的研究为我国养老金的来源增加一个新的途径,从而增强我国的养老保障制度。
[Abstract]:At present, the aging degree of our country is deepening, the proportion of the elderly in each family is increasing, and the quality of life of the people is also declining with the increase of the number of the elderly. Different from the national conditions of the developed countries, They are aging only after they have strong economic strength, and now our country's economic strength is still weak. At present, the problem of providing for the aged has become a serious problem that our country needs to face. So, how to solve the problem of providing for the aged? Guaranteeing their quality of life has become a challenge for the government and a common direction for the whole society. Although our country's economic strength is limited, due to the increase of the housing ownership rate in our country, Older people can use their own assets to secure their old age. But houses are real estate assets, so it is more difficult to realize them. Unlike current assets, they can pay for their daily consumption, and the housing reverse mortgage loan model is proposed. Be able to solve the problem. Housing reverse mortgage loan is still a kind of financial innovation product in the initial stage in China. Although many developed countries have a lot of introduction and practical experience on this product, but due to the different national conditions, It will not be successful to move foreign products directly to China. Many experts and scholars in our country mainly focus on the elaboration of this model, which is carried out abroad. The feasibility of popularizing this model in our country. This paper introduces the practice of not successfully popularizing this business in our country, summarizes the lessons from it, and expounds the feasibility of the reverse mortgage loan mode of housing in our country from the concrete situation of our country. The first chapter introduces the background and significance of the research, summarizes the research results of the domestic and foreign scholars on the reverse mortgage of housing, and puts forward the research methods of this article. In order to make the reverse mortgage of housing get the approval of the public, this paper puts forward the corresponding policy suggestion. This paper hopes to add a new way to the source of the pension through the study of the operating mode of the reverse mortgage of housing in our country. So as to strengthen our pension security system.
