天津市河西区楼宇经济发展战略研究

【摘要】:在我国城市经济发展中,楼宇经济主要是指以新开发和闲置的商务楼或商业楼为载体,通过出租、售卖、合作等多种形式,招商引进现代服务企业和都市型工业,从而培育形成新税源,促进城市经济发展的经济活动,是一种现代服务业与商务楼宇载体相结合的高级经济形态[17]。随着现代服务业的发展,楼宇经济已经发展成为中心城区转变经济发展方式、调整优化产业结构、促进就业和税收及有效拓展空间发展瓶颈的重要途径,成为区域经济发展的一个新的经济增长点,对促进我国城市经济持续健康发展具有重要意义。河西区作为天津市的中心城区,辖区面积和发展空间有限,可利用和开发的土地日益稀少,针对目前楼宇经济发展现状,如何突破楼宇发展的瓶颈约束,扩大楼宇经济发展总量,向空间要效益、向空间谋发展,为区域经济发展拓展新的经济增长点,成为了河西区区域经济持续快速发展面前的一道研究课题。通过本文的研究,希望能够对河西区在发展楼宇经济方面起到一定的借鉴和参考作用。 本文首先对楼宇经济相关研究进行综述,解读了国内外楼宇经济的概念内涵,楼宇经济的发展模式、发展路径、发展策略等研究现状,介绍了我国楼宇经济发展的现实意义、发展现状和主要特点,特别介绍了天津市楼宇经济发展的现状和特点,以及发达城区对天津市发展楼宇经济的借鉴和启示作用,进一步明晰河西区发展楼宇经济的现实背景。后文运用SWOT分析方法,通过对河西区经济社会、现代服务业和楼宇经济发展的现状情况进行比较分析,总结得出了河西区发展楼宇经济所具备的发展优势、存在的主要问题,,面临的发展机遇和挑战,在此基础上,结合区情提出了河西区发展楼宇经济的战略目标、发展思路及发展重点,进而提出可实践、可操作的应对策略,进一步提高河西区楼宇经济的发展水平。展望“十二五”,楼宇经济必将成为河西区提高城市区域竞争力、实现城市经济跨越式发展的有效之路。
[Abstract]:In our country's urban economic development, the building economy mainly refers to the new development and idle business buildings or commercial buildings as the carrier, through the rental, sale, cooperation and other forms of investment to introduce modern service enterprises and urban industries. Thus, to cultivate new tax sources and promote the development of urban economy is a kind of advanced economic form which combines modern service industry with commercial building carrier [17]. With the development of modern service industry, The building economy has developed into an important way to transform the mode of economic development, adjust and optimize the industrial structure, promote employment and taxation, and effectively expand the bottleneck of spatial development in central urban areas, and become a new economic growth point for regional economic development. Hexi District, as the central city of Tianjin, has a limited area and development space, and the land available for utilization and development is increasingly scarce, in view of the present situation of building economy development, Hexi District is of great significance in promoting the sustainable and healthy development of urban economy in China. How to break through the bottleneck constraints of the development of buildings, expand the total amount of economic development of buildings, seek benefits from space and seek development in space, so as to expand new economic growth points for regional economic development, It has become a research subject in front of the sustained and rapid development of regional economy in Hexi District. Through the research of this paper, it is hoped that it can be used for reference and reference to the development of building economy in Hexi District. This paper first summarizes the related research on building economy, interprets the concept connotation, the development mode, the development path, the development strategy of the building economy at home and abroad, and introduces the practical significance of the development of the building economy in our country. This paper introduces the present situation and characteristics of the development of Tianjin's building economy, as well as the reference and enlightenment function of the developed urban areas to the development of Tianjin's building economy. Further clarify the realistic background of the development of building economy in Hexi District. By using SWOT analysis method, this paper compares and analyzes the present situation of economic society, modern service industry and building economy in Hexi District. In this paper, the advantages, problems, opportunities and challenges of building economy development in Hexi district are summarized. On the basis of this, the strategic goal of building economy development in Hexi district is put forward in combination with the situation of Hexi district. This paper puts forward practical and operable countermeasures to further improve the development level of the building economy in Hexi District. Looking forward to the 12th Five-Year Plan, the building economy will become the city area of Hexi District to improve its competitiveness. The effective way to realize the leapfrog development of urban economy.
