美国棉花保险政策最新进展及其对中国农业保险制度的借鉴

【摘要】：2014年美国调整了农业法案,新设立了棉花保险项目叠加收入保护计划。叠加收入保护计划的出台实现了美国棉花支持政策的重心从直接补贴向农业保险的转移,也标志着美国棉花收入风险管理体系的进一步完善。本文详细介绍了叠加收入保护计划的内容和执行情况,该计划具有保障强度高、棉农缴纳保费比例低而获得赔付高且赔偿额不设上限、项目执行效果较好的特点。
[Abstract]:In 2014, the United States adjusted the Agriculture Act and established the Cotton Insurance Project superposition income Protection Program. The introduction of the superimposed income Protection Program realized the shift of the focus of the United States cotton support policy from direct subsidies to agricultural insurance. It also marks the further improvement of the cotton revenue risk management system in the United States. This paper introduces in detail the content and implementation of the superimposed income protection plan, which has a high degree of security. Because of the low proportion of premium paid by cotton farmers and the high compensation and no upper limit of compensation, the effect of project implementation is good.
