乌鲁木齐市个人住房消费信贷市场分析及对策研究

【摘要】:住房问题关乎民生,住房消费信贷的发展有助于改善居民住房条件。乌鲁木齐市作为新疆的首府城市,正处于跨越式发展时期,居民收入的提高会激发其改善住房条件的意愿,而住房消费信贷的合理扩张会有助于居民愿望的实现。 本文将研究对象定位于乌鲁木齐市,与内地省会城市相比,在政治、经济、社会、文化等方面,乌鲁木齐市有其自身的特点,如经济社会发展比较落后,但发展速度不断加快,住房消费信贷业务起步晚,发展水平较低,但居民改变自身住房条件的意愿较强。以其为研究对象,对乌鲁木齐市住房需求情况,,住房消费市场情况和住房消费信贷市场现状进行了深入分析,并得出乌鲁木齐市城市居民有改善住房条件的意愿和条件,此外住房消费信贷的发展有助于城市经济的发展。之后,从住房消费信贷的需求方和供给方(供给方包括商业银行住房按揭市场和委托性个人住房消费信贷市场方面)来对乌鲁木齐住房消费信贷的影响因素进行了分析,包括居民收入因素、住房价格因素、贷款风险因素、市场环境因素、政策环境因素等方面,得出乌鲁木齐市住房消费信贷市场存在的问题和不足,并从微观角度着重分析了住房消费信贷市场的风险。然后,总结国外的成功经验,如以市场为基础,政府为主导,制定向中低收入人群倾斜的住房消费信贷制度,建立完善的住房消费信贷配套的金融市场和风险转移机制。此外,吸取美国次贷危机的深刻教训,在扩大住房消费信贷,提高居民居住水平的同时,注重风险的控制,严格按照既定的规则进行信贷活动,不轻易放松信贷要求,更不能随意转移风险。最后,通过上述的理论研究和实证分析,结合实际,提出建议。政府应该加大保障性住房建设,遏制住房投资性需求,健全社会保障制度以及公积金制度。金融机构应提高服务质量,实行差别化信贷,引导合理住房消费,严控信贷风险。消费者应该及时转变观念,形成健康合理的住房消费心理,提升自身理财能力和信用意识。最终,通过政府、金融机构和消费者的共同努力,实现乌鲁木齐市居民住房消费信贷的合理扩张,实现广大居民“居者有其屋”的愿望。
[Abstract]:The housing problem concerns people's livelihood. The development of housing consumption credit helps to improve the housing conditions of residents. Urumqi, as the capital city of Xinjiang, is in a period of leapfrog development, and the increase in residents' income will stimulate their willingness to improve housing conditions. And the reasonable expansion of housing consumption credit will contribute to the realization of residents' aspirations. Compared with the provincial capital city in the interior, Urumqi has its own characteristics in politics, economy, society and culture, such as backward economic and social development. But the development speed is speeding up, the housing consumption credit business starts late, the development level is low, but the residents' willingness to change their own housing conditions is stronger. Taking it as the research object, the housing demand of Urumqi City, The situation of housing consumption market and the current situation of housing consumption credit market are deeply analyzed, and it is concluded that Urumqi city residents have the will and conditions to improve housing conditions. In addition, the development of housing consumer credit is conducive to the development of the urban economy. This paper analyzes the influencing factors of housing consumption credit in Urumqi from the demand-side and supply-side of housing consumption credit (including commercial bank housing mortgage market and entrusted individual housing consumption credit market). Including household income factor, housing price factor, loan risk factor, market environment factor, policy environment factor and so on, the problems and shortcomings of housing consumer credit market in Urumqi are obtained. Then, the paper summarizes the successful experiences of foreign countries, such as the market based, the government as the leading, the housing consumption credit system directed to the low and middle income population. To establish a sound financial market and risk transfer mechanism for housing consumption credit. In addition, drawing on the profound lessons of the sub-prime mortgage crisis in the United States, we should expand the housing consumption credit and improve residents' living standards, while paying attention to risk control. Conduct credit activities strictly in accordance with the established rules, do not relax credit requirements easily, and do not transfer risks at will. Finally, through the above theoretical research and empirical analysis, combining with practice, The government should increase the construction of affordable housing, curb the demand for housing investment, improve the social security system and the system of provident fund. Financial institutions should improve the quality of service, implement differential credit, and guide reasonable housing consumption. Strictly control credit risks. Consumers should change their ideas in time, form healthy and reasonable housing consumption psychology, enhance their financial management ability and credit consciousness. Finally, through the joint efforts of the government, financial institutions and consumers, To realize the reasonable expansion of housing consumption credit in Urumqi, and to realize the desire of the majority of residents to own their houses.
