西安市廉租住房租金管理研究

【摘要】:住房,民生之本,“居者有其室”是人在社会的基本需求。现今社会住房问题往往与经济社会发展相伴并生,是工业化和城镇化社会的突出问题。改革开放30多年来,我国的城镇化率已突破50%,城镇化、工业化、现代化进入快速发展的关键时期,与住房相关的各种矛盾和问题日益凸显,住房问题已成为我国着力解决的民生问题。解决低收入家庭的居住问题,是构建和谐社会非常重要的一个方面。在我国,廉租住房是政府为解决城镇低收入家庭住房困难,向其提供的具有社会保障性质及社会救济功能的保障性住房。廉租住房的后期管理是廉租住房建设管理工作的延续,它是完善住房保障制度的一个重要组成部分。后期管理的租金运营是维持廉租住房小区正常运转的重要保证。面对大规模建设的廉租住房小区,如何以廉租住房租金管理工作保证廉租住房小区实现“住有所居”的目标,是一个新课题。如果廉租住房小区资金运转不利,小区的各项配套服务跟不上,则廉租住房小区就可能演变成为贫民窟,从而与廉租住房建设的初衷背道而驰。加强廉租住房租金运营工作,就需要打破单一的行政手段管理模式,综合运用经济、行政、法律三种手段,提高廉租住房小区的社会效益、经济效益和环境效益,建立起运行协调、管理高效的廉租住房租金运营机制。西安市于2006年底正式启动廉租住房保障工作,,2007年全市13个区县全部成立了区(县)廉租住房领导机构。本文结合西安市实际情况,对市属5个廉租住房小区租金管理情况进行了调研,通过对西安市廉租住房小区租金管理制度的现状及实施过程中存在问题的深入分析和研究,提出了相关对策建议。 本文共分为四部分。第一部分为绪论,主要论述本文的背景、意义、国内外研究现状、研究的主要方法、研究的主要内容及研究的理论基础;第二部分为西安市廉租住房租金管理现状调研,主要论述西安市廉租住房发展现状,西安市廉租住房租金管理存在的问题及相关因素分析,西安市廉租住房租金管理相关制度建设,已投入使用的廉租住房租金管理情况;第三部分为中外廉租住房租金管理经验,主要论述中外经验及分析,可借鉴经验;第四部分为完善西安市廉租住房租金管理的建议,主要论述政府完善相关制度,提高政府性资金流转效率,完善退出机制,控制物业服务成本等内容。
[Abstract]:Housing, the root of people's livelihood, is the basic need of people in society. Nowadays, the housing problem in the society is often accompanied by economic and social development, and it is a prominent problem in the industrialization and urbanization society. Over the past 30 years or so since the reform and opening up to the outside world, China's urbanization rate has broken through 50%. Urbanization, industrialization and modernization have entered a critical period of rapid development, and various contradictions and problems related to housing have become increasingly prominent. The housing problem has become the livelihood problem that our country strives to solve. To solve the housing problem of low-income families is a very important aspect of building a harmonious society. In our country, low-rent housing is the government to solve the housing difficulties of low-income families in cities and towns. The low-rent housing management is the continuation of the low-rent housing construction management. It is an important part of perfecting the housing security system. The rent operation managed in the later period is an important guarantee to maintain the normal operation of the low-rent housing district. In the face of the large-scale construction of the low-rent housing district, How to ensure the realization of the goal of living in a low-rent housing district with the work of low-rent housing rent management is a new topic. If the funds of the low-rent housing district are not running well, the supporting services of the community will not keep up with each other. Then the low-rent housing district may evolve into a slum, thus running counter to the original intention of the low-rent housing construction. To strengthen the low-rent housing rental operation, it is necessary to break the single administrative management model and make comprehensive use of economy and administration. Three legal means to improve the social, economic and environmental benefits of low-rent housing estates, and to establish a coordinated operation, Xi'an officially launched the low-rent housing security work at the end of 2006. In 2007, all 13 districts and counties of the city established district (county) leadership agencies for low-rent housing. Based on the investigation of rent management in five low-rent housing districts in Xi'an, this paper makes a thorough analysis and study on the current situation and problems in the implementation of the rent management system in Xi'an low-rent housing district, and puts forward some relevant countermeasures and suggestions. This paper is divided into four parts. The first part is the introduction, mainly discusses the background, significance, domestic and foreign research status, the main research methods, the main content of the study and the theoretical basis of the study; The second part is the current situation of low rent housing rent management in Xi'an, mainly discusses the current situation of low rent housing development in Xi'an, the problems and related factors of low rent housing rent management in Xi'an. The construction of low rent housing rent management system in Xi'an city, the situation of low rent housing rent management that has been put into use, the third part is the experience of low rent housing rent management at home and abroad, mainly discusses the domestic and foreign experience and analysis, which can be used for reference. The fourth part is the suggestion of improving the rent management of low rent housing in Xi'an. It mainly discusses the contents of the government to perfect the relevant system, to improve the efficiency of government funds circulation, to perfect the withdrawal mechanism, to control the cost of property service, and so on.
