石家庄市中心城区经营性居住用地容积率管理研究

【摘要】:随着控制性详细规划在我国的普及,容积率已成为规划编制和管理工作的重要指标。然而在我国土地有偿使用和房地产市场快速发展的背景下,容积率指标被更改的现象普遍存在,反映出容积率制定和管理方面存在的问题。中华人民共和国住房和城乡建设部于2012年2月颁布的《建设用地容积率管理办法》也体现出国家政府对此问题的重视程度。在快速城镇化时期对容积率管理问题进行研究,不仅可提高开发建设的科学性,还能促进房地产市场的发展与城市环境相协调。 本文从容积率激励制度和容积率管理规定两个方面对国内外的容积率管理制度进行研究,较为全面的分析了美国容积率奖励制度和容积率转移制度的理论和应用状况,并总结出该制度的主要特征。选取我国部分城市有关容积率激励的规定进行横向比较,从奖励条件、奖励区域、奖励措施和奖励上限等方面总结出我国弹性管理的主要特点及其管理经验借鉴。在容积率管理规定方面,选取了我国部分城市的地方性管理规定,对规定中的典型容积率管控要素进行了横向比较。 论文在对国内外容积率管理制度研究的基础上,以石家庄中心城区的经营性居住用地为研究对象,对2010—2012年出让居住用地容积率与石家庄市2009版控制性详细规划和《石家庄市城乡规划局城市土地使用与建筑管理技术规定》的容积率控制指标进行比较,并从整体状况、出让年份、区位条件、行政分区等角度分析了出让容积率对控规指标和规定指标的突破情况,结合具体案例的剖析,研究总结了经营性居住用地的容积率超标现象。 最后在对居住用地容积率的综合分析的基础上,本文对石家庄市中心城区居住用地容积率管理中存在的问题和原因进行了分析阐述,进一步从规划编制弹性、容积率激励制度、赋值综合论证和健全监督制度等方面提出了管理对策。
[Abstract]:With the popularization of controlled detailed planning in China, the volume ratio has become an important index of planning and management. However, under the background of paid land use and the rapid development of real estate market in China, the phenomenon that the index of volume rate is changed generally exists, which reflects the problems in the formulation and management of the volume rate. In February 2012, the Ministry of Housing and Urban-Rural Construction of the people's Republic of China promulgated the "measures for the Management of Building Land Volume ratio", which also reflected the importance attached by the national government to this problem. In the period of rapid urbanization, the research on the volume rate management can not only improve the scientific nature of the development and construction, but also promote the coordination between the development of the real estate market and the urban environment. This paper studies the volume rate management system at home and abroad from two aspects: the area rate incentive system and the floor area rate management regulation, and analyzes the theory and application of the American area rate incentive system and the volume rate transfer system in a more comprehensive way. And summarizes the main characteristics of the system. This paper selects some cities of our country to carry on the horizontal comparison from the reward condition, the reward area, the reward measure and the reward upper limit, summarizes the main characteristic and the management experience of the flexible management of our country from the reward condition, the reward area, the reward measure and the reward upper limit, and so on. In the aspect of area rate management regulations, the local management regulations of some cities in our country are selected, and the control elements of typical volume rate are compared horizontally. On the basis of the research on the management system of the volume rate at home and abroad, the paper takes the commercial residential land in Shijiazhuang central city as the research object. This paper compares the volume ratio of residential land in 2010-2012 with the control detailed planning of Shijiazhuang 2009 edition and the technical regulation of urban land use and building management of Shijiazhuang Urban and Rural Planning Bureau, and from the overall situation, This paper analyzes the breakthrough of the transfer area rate to the control and regulation index and the prescribed index from the point of view of the year of transfer, the location condition and the administrative division, and sums up the phenomenon of the excess of the volume rate of the commercial residential land in combination with the analysis of the concrete cases. Finally, based on the comprehensive analysis of residential land volume rate, this paper analyzes the existing problems and reasons in the management of residential land volume rate in Shijiazhuang central city, and further analyzes the flexibility of planning and the incentive system of volume rate. The paper puts forward the management countermeasures in the aspects of comprehensive argumentation of assignment and improvement of supervision system.
