招商银行对沈阳药科大学搬迁项目贷款的风险管理研究

【摘要】：近几年我国开始鼓励各个高校扩大自己的招生规模,加快实现办学规模的跨越发展,许多高校开始规划或是筹备建设新校区。但是新建校区需要大量的资金,工期时间较长,而且短期内该投资的收益难以收回,再加上我国财政措施对于高校修建新校区的支持力度有限,所以新建的校区既要满足标准,又要满足现代化,对于高校来说是捉襟见肘的,不仅资金的供给上存在着压力,而且还需要解决一系列的难题。本文就以沈阳药科大学在新校区建设过程中所面临的融资问题为背景,分析阐述了该校融资过程中的风险问题以及对风险应对措施。主要做了以下几个方面的工作:首先,列举了高校融资的主要渠道,分别是财政拨款、学费和住宿费的收取、银行贷款、校办企业和教育基金,并从这几个融资渠道分别分析了沈阳药科大学融资中可能存在的问题,并对这几方面的融资风险进行了分析。其次,根据融资风险建立风险预警系统,定性分析通过德尔菲法对各个风险指标进行评价,定量分析则是对各个财务指标进行分析。通过定性分析和定量分析出沈阳药科大学面临的融资风险,然后参照"高等学校银行贷款额度控制与风险评价控制模型"找出学校融资存在的风险并加以改正。分析高校融资的风险预警阶段中需要尤为注意的重点,以此作为向高校融资的参考。最后,提出高校融资中,能够与现存相匹配的防范措施,并选择政府、高校以及银行这三个方面作为研究对象,其中政府部门应该在制度上给予支持;高校则需要从自身入手,提高防范风险的意识;银行就需要严格把控贷款的各个环节,从资金的源头上尽可能的杜绝风险的发生。
[Abstract]:In recent years, China has begun to encourage colleges and universities to expand their enrollment scale, accelerate the realization of the scale of school development, many colleges and universities began to plan or prepare for the construction of a new campus. However, the new campus needs a large amount of capital, the construction period is relatively long, and the return on this investment is difficult to recover in the short term. In addition, the financial measures in our country have limited support for the construction of a new campus for universities, so the newly built campus should meet the standards. In order to meet the needs of modernization, there is not only pressure on the supply of funds, but also a series of difficult problems. Based on the financing problems faced by Shenyang Pharmaceutical University in the construction of the new campus, this paper analyzes and expounds the risk problems in the process of the university's financing and the measures to deal with the risks. The main work is as follows: firstly, it lists the main financing channels of colleges and universities, which are the financial allocation, the collection of tuition and accommodation fees, bank loans, school-run enterprises and education funds. From these financing channels, this paper analyzes the possible problems in the financing of Shenyang Pharmaceutical University, and analyzes the financing risks in these aspects. Secondly, the risk warning system is established according to the financing risk, the qualitative analysis evaluates each risk index by Delphi method, and the quantitative analysis is the analysis of each financial index. Based on the qualitative analysis and quantitative analysis of the financing risks faced by Shenyang Pharmaceutical University, the author finds out the risks existing in the financing of Shenyang Pharmacy University and corrects them by referring to the "Model of Bank loan quota Control and risk Evaluation Control in Colleges and Universities". This paper analyzes the key points that need to be paid special attention to in the stage of risk early warning of university financing, which can be used as a reference for financing colleges and universities. Finally, the paper puts forward the preventive measures that can match with the existing university financing, and chooses the government, universities and banks as the research object, among which the government departments should give support in the system, and universities need to start with themselves. Raising the awareness of risk prevention, banks need to strictly control all aspects of loans, from the source of funds as far as possible to prevent the occurrence of risk.
