深圳保障性住房管理现状分析与对策研究

【摘要】：随着近几年城市化进程的推进和房价的急速增长，住房供需矛盾日益突显,政府通过保障性住房解决中低收入阶层住房困难问题，是促进社会公平的必然要求。深圳是国内最早开始住房保障制度探索的城市之一，住房保障工作虽然积累了丰富经验，但依旧存在不足。近几年，深圳在保障性住房方面做了一系列的创新尝试，取得了一些成绩，但在保障性住房的法制建设、机构设置、人员配备、住房供应、工作制度等方面暴露出来的问题也不容忽视。当前，深圳的保障性住房正处于由低收入家庭向人才和“夹心层”转型发展的重要阶段，住房保障开始由“解困型”向“发展型”转变。本文主要采用比较分析等方法，对深圳保障性住房管理工作从历史沿革、规划设计、管理制度等几个方面进行分析、比较和概括，提出深圳目前保障性住房在法制建设、机构设置、土地、资金、消费观念、工作制度等方面存在的问题，在对香港、新加坡保障性住房管理进行研究的基础上，将三地的住房保障工作从土地供应、制度建设、组织机构管理、公平分配、退出机制等方面分别进行比较，寻找两地住房保障政策对深圳的启示，，从而找出其可为深圳借鉴之处和不可借鉴之处，并在此基础上有针对性的提出一些建议和对策。希望这些意见和对策对完善深圳保障性住房管理体系能有一定的参考价值。
[Abstract]:With the development of urbanization and the rapid increase of housing prices in recent years, the contradiction between supply and demand of housing has become increasingly prominent. It is an inevitable requirement to promote social equity for the government to solve the housing difficulties of middle and low income groups through affordable housing. Shenzhen is one of the earliest cities to explore the housing security system. Although the housing security work has accumulated rich experience, there are still shortcomings. In recent years, Shenzhen has made a series of innovative attempts in the field of affordable housing, and has made some achievements. However, in the construction of legal system, institutional setup, staffing and housing supply of affordable housing, Work system and other aspects of exposed problems can not be ignored. At present, the indemnificatory housing in Shenzhen is in the important stage of transition from low-income families to talents and "sandwich layer", and housing security has begun to change from "poverty relief" to "development". In this paper, by means of comparative analysis and other methods, the author analyzes, compares and generalizes the management work of affordable housing in Shenzhen from several aspects, such as historical evolution, planning and design, management system, etc., and puts forward the legal construction of affordable housing in Shenzhen at present. On the basis of the research on the management of affordable housing in Hong Kong and Singapore, the housing security work in the three places will be carried out from the land supply and system construction. Organization management, fair distribution, exit mechanism and other aspects are compared to find out the inspiration of housing security policy of both places to Shenzhen, so as to find out what can be used for reference by Shenzhen and where it can not be used for reference. On this basis, some suggestions and countermeasures are put forward. It is hoped that these suggestions and countermeasures will be of some reference value to the improvement of the housing management system in Shenzhen.
