乌鲁木齐市城镇居民家庭住房负担能力研究

【摘要】:随着经济发展水平的不断提高以及城市化进程的推进,房地产市场出现了投资过热、商品房销售价格上涨速度过快、涨幅过大、住房的供应结构不合理、市场秩序混乱等等一系列问题,越发地引起了全社会的广泛关注。由此伴随而来的是城镇居民家庭的住房负担越来越重,尤其对于城镇中低收入阶层的居民而言,飞速上涨的房价与其收入水平之间出现了严重失衡,从而“望房兴叹”,被排除在了住房市场之外,导致这个群体的基本居住需求无法得到满足,这会对一个国家或地区的经济发展、就业情况以及社会的长治久安产生不利影响。在此背景下,城镇居民是否具有住房负担能力已经成为社会各界关注的焦点。本文以乌鲁木齐市为研究区域,对其房地产市场发展和城镇居民收入状况进行分析,通过PIR模型和剩余收入法,测算乌鲁木齐市城镇居民家庭住房负担能力,并采用对比分析的方法,将与乌鲁木齐市经济发展状况类似城市的房价收入比进行比较,进而评价乌鲁木齐市城镇居民家庭的住房负担能力,并且根据实地调查结果进行了小样本验证分析,得出乌鲁木齐目前房价收入比偏高,居民住房负担较重的结论。在此基础上,,采用多元回归模型,并结合定性分析方法对住房负担能力的影响因素进行分析,最后提出提高乌鲁木齐城镇居民家庭住房负担能力的对策及建议。
[Abstract]:With the continuous improvement of economic development and the advancement of urbanization, the real estate market has overheated investment, the price of commercial housing sales is rising too fast, the increase is too large, and the supply structure of housing is unreasonable. A series of problems, such as market disorder and so on, have attracted more and more attention from the whole society. As a result, the housing burden of urban households is becoming heavier and heavier, especially for the residents of the urban middle and low income strata, there is a serious imbalance between the rapidly rising house prices and their income levels, thus "looking for houses to exuberate." Excluded from the housing market, the basic housing needs of this group can not be met, which will have a negative impact on a country or region's economic development, employment situation and the long-term stability of society. In this context, whether urban residents have the ability to afford housing has become the focus of attention. Taking Urumqi as the research area, this paper analyzes the development of real estate market and the income situation of urban residents, and calculates the housing affordability of urban residents in Urumqi by PIR model and residual income method. By using the method of comparative analysis, this paper compares the housing price to income ratio of Urumqi with similar economic development situation, and then evaluates the housing affordability of urban households in Urumqi. And according to the field investigation results of small sample verification and analysis, it is concluded that the current housing price and income ratio in Urumqi is on the high side, and the residents' housing burden is heavy. On the basis of this, this paper analyzes the influencing factors of housing affordability by using multiple regression model and qualitative analysis method, and finally puts forward some countermeasures and suggestions to improve the housing affordability of urban residents in Urumqi.
