黑龙江省保障性住房建设的政策研究

【摘要】:随着我国市场经济体制改革的不断深化,居民住房也由公房转向了以市场为导向的商品性住房。2005年以来,我国在住房政策方面开始由市场化提供住房为主向增加建设保障性住房倾斜调整,初步形成了以经济适用房、廉租房、公共租赁房为主要形式、“低端有保障,中端有支持”的住房保障政策框架体系。尤其近年来国家和地方各级政府高度重视保障性安居工程,加大保障性住房建设力度,解决中低收入群体住房需求,改善其居住条件。2012年黑龙江省“十二五”规划纲要明确提出建立和完善以廉租房、经济适用房和公共租赁房为重点,以棚户区改造为支撑,以旧住宅区整合治理和城中村开发改造为补充的住房保障体系。尽管重视程度之高、建设力度之大,还是有诸多家庭住房问题得不到解决,其根本原因是政策上的不完善导致了保障性住房建设的问题。因此,对黑龙江省保障性住房建设政策进行研究,旨在为指导保障性住房建设实践,改善民生,维护社会公平正义,为黑龙江省房地产业健康发展的决策提供积极的参考。 文章从保障性住房和商品房的区别入手,阐述保障性住房的不同形式,界定保障性住房的概念,分析其相关政策工具以及保障性住房建设发展的必要性;依据公平分配理论、社会保障理论、住房过滤理论和福利国家理论等公共管理学、社会保障学的相关学科知识,运用文献分析、比较分析、定性分析和规范分析等研究方法,较为全面、系统地分析黑龙江省保障性住房的建设情况、现行政策及其成效,揭示其政策存在财税政策支持力度不够、金融政策融资渠道单一、土地政策供给不足和监管政策相对缺失等问题,在借鉴国外及相关省市的经验基础上,从政策的视角积极探索与黑龙江省省情相适应的保障性住房建设政策,包括建立保障性住房建设专项基金等财税政策、设立专业性金融融资平台等金融政策、增加土地储备总量等土地政策和信息公开透明等监管政策。

Starting with the difference between affordable housing and commercial housing, this paper expounds the different forms of affordable housing, defines the concept of affordable housing, analyzes the relevant policy tools and the necessity of the development of affordable housing construction, according to the theory of fair distribution. Social security theory, housing filtering theory, welfare state theory and other public management, social security related disciplines knowledge, using literature analysis, comparative analysis, qualitative analysis and normative analysis and other research methods, more comprehensive, This paper systematically analyzes the construction of affordable housing in Heilongjiang Province, the current policy and its effect, and reveals that its policy has insufficient support for fiscal and taxation policies, and the financing channel of financial policy is single. On the basis of the experience of foreign countries and related provinces and cities, this paper actively explores the policy of indemnificatory housing construction adapted to the situation of Heilongjiang Province from the perspective of policy, such as insufficient supply of land policy and relative lack of supervision policy. This includes the establishment of financial and taxation policies such as a special fund for the construction of affordable housing, the establishment of financial policies such as specialized financial financing platforms, the increase of land policies such as the total amount of land reserves, and the supervision of information openness and transparency.
