土地供应双轨制下的住房保障支持研究

【摘要】:我国的住房市场可能存在市场失灵,政府需要提供公共房屋。而公共房屋建设需要政府支持。利用土地供应双轨制,公共房屋可以以较低的成本进行建设,这需要政府打通土地和资金环节,另外,双轨制必然产生寻租空间,需要政府设立严格的准入和退出转让机制,限制套利行为,而且政府智力和财力均有限,必须结合市场机制,吸引社会资本进入,提高公共房屋有效供给量。 笔者从同样在土地供应双轨制下进行公共房屋建设的地区入手,,选取新加坡、香港和重庆三个地区的公共房屋项目,从顶层设计和因地制宜两个角度,研究这三个地区的公共房屋建设,并对其效果进行分析,提取先进的公共房屋建设经验。 最后章节是笔者对于政府建设公共房屋经验的总结,以及给予我国公共房屋建设的政策建议。
[Abstract]:China's housing market may have market failure, the government needs to provide public housing. Public housing construction needs government support. With the dual-track system of land supply, public housing can be built at a relatively low cost, which requires the government to clear up the land and capital links. In addition, the dual-track system will inevitably produce rent-seeking space, and the government will need to set up strict mechanisms for admission and withdrawal from transfer. To restrict arbitrage behavior and the government's intelligence and financial resources are limited, it is necessary to combine the market mechanism to attract social capital to increase the effective supply of public housing. The author starts with the public housing projects in Singapore, Hong Kong and Chongqing under the same dual track system of land supply, from the two angles of top floor design and local conditions. This paper studies the construction of public housing in these three areas, analyzes its effect and extracts advanced experiences of public housing construction. The last chapter is a summary of the experience of the government in the construction of public housing, as well as the policy recommendations for the construction of public housing in China.
