论我国公共租赁住房建设中的政府责任

【摘要】:“买房置地”是中国人的传统观念。自从改革开放以后,随着中国城镇住房改革不断深入,市场化进程也不断推进。但是进入新世纪以来,受地方政府“土地财政”政策等各种因素的影响,城镇房价不断走高并且还有继续上升的趋势。房价已经严重地背离了中国的城市化水平和居民收入水平,并与广大人民群众拥有自己住房的良好愿望相左。为了保障中低收入人群也能够实现“居者有其屋”的梦想,我国政府提出了建设公租房制度的理念。正是在这样的背景下,公共租赁住房作为一个热点名词出现在了人们的视野,并逐渐成为政府实施住房保障的主力政策。本文就是立足于实现公民的住宅权,分别从公民住宅权与公共租赁住房的基本理论、实现公民住宅权中的政府责任与演进、当前我国公共租赁住房中政府责任的缺失以及强化和完善我国公共租赁住房建设与管理中的政府责任等四个方面,浅谈加强公共租赁住房建设,强化法制保障理念,深化政府管理责任的一些认识见解,并提出相应对策建议,力图通过本文观点的阐述,唤起全社会对我国公共租赁住房建设的重视及进一步的研究探讨,更唤起政府在公共租赁住房建设中的责任觉醒,进而不断推动保障公民住房权利的全面实现。
[Abstract]:Buying a house and buying land is a traditional Chinese idea. Since the reform and opening up, with the deepening of urban housing reform in China, the process of marketization has been pushed forward. However, in the new century, with the influence of local government's land finance policy and other factors, the housing prices in cities and towns continue to rise and continue to rise. Housing prices have seriously deviated from China's urbanization level and residents' income level, and are contrary to the masses' good desire to own their own housing. In order to ensure that the low and middle income group can realize the dream of "home ownership", our government has put forward the idea of building public rental housing system. It is in this context that public rental housing as a hot term appeared in the eyes of people and gradually became the main policy of housing security implemented by the government. This paper is based on the realization of citizens' right to housing, from the basic theory of citizen's right to housing and public rental housing, to realize the government responsibility and evolution of citizen's right to housing. At present, the absence of government responsibility in public rental housing in our country and the strengthening and perfecting of government responsibility in the construction and management of public rental housing in our country are briefly discussed in order to strengthen the construction of public rental housing and strengthen the concept of legal guarantee. In order to arouse the attention of the whole society to the construction of public rental housing in our country and further research and discussion, this paper tries to deepen the understanding of the responsibility of government management, and put forward the corresponding countermeasures and suggestions, through the elaboration of this point of view. More arousing the responsibility of the government in the construction of public rental housing, and then continuously promoting the full realization of the protection of citizens' housing rights.
