黑龙江省垦区农业产业化信贷支持研究

【摘要】：在我国“三农”问题一直是关系国家民生的重大课题,自2004-2014年,中央每年发布的“一号文件”始终贯穿着一个主旨,即在城乡一体化的大背景下各地积极做好本年的农业和农村工作,而十八大报告指出充分发挥农业产业化是推进和实现城乡一体化的现实选择和可靠力量,因此近年来农业产业化的发展受到党中央的高度重视。黑龙江省垦区作为我国规模最大的国有农场群,有着得天独厚的自然环境,为垦区践行国家政策发展农业产业化创造了先决的条件。从1995年黑龙江省垦区确定发展农业产业化至今,经过多年的改革发展,黑龙江省垦区农业产业化取得了一定的成绩,具体表现为农业产业化基础设施建设水平不断提高、龙头企业不断壮大、利益联结机制基本形成、农产品核心竞争力不断提升。但是随着农业产业化进程的深入,信贷资金支持不足问题不断突显,究其原因主要为黑龙江省垦区金融市场中信贷支持滞后于农业产业化的发展。因此对黑龙江省垦区农业产业化信贷支持的研究具有一定的理论及实践意义。本文在对国内外研究文献资料总结的基础上,首先对农业产业化及信贷支持的概念分别进行了界定,并对与农业产业化信贷支持相关的基础理论作了阐述。其次介绍了黑龙江省垦区农业产业化的现状,并从黑龙江省垦区农业贷款总量、黑龙江省垦区农业产业化信贷供给主体两方面对黑龙江省垦区农业产业化信贷支持的现状情况进行了分析,从而找出了黑龙江省垦区农业产业化信贷支持中存在信贷抑制严重、信贷供给体系不完善、信贷审批制度发展滞后、信贷产品和服务方式匮乏的问题。随后本文依托相关理论对黑龙江省垦区农业产业化信贷支持情况进行实证研究。通过选取了垦区2003-2012十年的数据样本进行纵向分析,运用因子分析方法将农业产业化进一步量化,计算出得分情况后与信贷支持指标建立线性回归模型,进行回归分析,最终得出黑龙江省垦区农业产业化与信贷支持密切相关的结论,并找出了信贷支持农业产业化的主要方向,即应重点支持农业机械化、农业生产规模化和农业生产效率的提高以此扩大对农业产业化的支持作用。然后本文通过借鉴国内其他省市的农业产业化信贷支持经验,总结出对黑龙江省垦区农业产业化信贷支持的启示。最后,在综合以上研究的基础上,从信贷供给的角度提出了解决黑龙江省垦区农业产业化信贷支持的具体对策建议,即加强农村信贷支持政策的引导、健全多元化的农村信贷供给体系、加快信贷审批管理制度改革、推进信贷产品和服务方式的创新。
[Abstract]:In China, the issue of "agriculture, countryside and farmers" has always been a major issue concerning the people's livelihood of the country. Since 2004-2014, the "No. 1 document" issued annually by the Central Committee has always been running through a main theme. That is, under the background of urban-rural integration, all localities actively do a good job in agriculture and rural work this year, and the report of the 18th National Congress pointed out that giving full play to agricultural industrialization is a realistic choice and reliable force for promoting and realizing the integration of urban and rural areas. Therefore, in recent years, the development of agricultural industrialization has been highly valued by the CPC Central Committee. As the largest state-owned farm group in China, the reclamation area of Heilongjiang Province has a unique natural environment, which creates a prerequisite for the practice of national policy and the development of agricultural industrialization in the reclamation area. Since 1995, Heilongjiang Reclamation area has decided to develop agricultural industrialization. After many years of reform and development, Heilongjiang Reclamation area has made certain achievements in agricultural industrialization, which is manifested in the continuous improvement of the level of agricultural industrialization infrastructure construction. Leading enterprises continue to grow, interest-related mechanisms are basically formed, agricultural products core competitiveness continues to improve. However, with the deepening of agricultural industrialization process, the problem of insufficient credit fund support has been highlighted. The main reason is that the credit support lags behind the development of agricultural industrialization in the financial market of Heilongjiang reclamation area. Therefore, the research on agricultural industrialization credit support in Heilongjiang reclamation area has certain theoretical and practical significance. Based on the summary of domestic and foreign literature, this paper firstly defines the concepts of agricultural industrialization and credit support, and expounds the basic theories related to agricultural industrialization credit support. Secondly, the present situation of agricultural industrialization in Heilongjiang reclamation area is introduced, and the total amount of agricultural loans in Heilongjiang reclamation area is introduced. This paper analyzes the present situation of agricultural industrialization credit support in Heilongjiang reclamation area from two aspects of agricultural industrialization credit supply main body in Heilongjiang province, and finds out that there is serious credit restraint in Heilongjiang reclamation area agricultural industrialization credit support. Credit supply system is imperfect, credit approval system lags behind, credit products and services are scarce. Then this paper based on the relevant theory of Heilongjiang reclamation area agricultural industrialization credit support for empirical research. Through selecting the data samples from 2003 to 2012 to carry out longitudinal analysis, using factor analysis method to further quantify the agricultural industrialization, calculate the score and credit support indicators to establish a linear regression model, and carry out regression analysis. Finally, we draw the conclusion that agricultural industrialization is closely related to credit support in Heilongjiang reclamation area, and find out the main direction of agricultural industrialization supported by credit, that is, we should focus on supporting agricultural mechanization. The scale of agricultural production and the improvement of agricultural production efficiency to expand the role of agricultural industrialization. Then this paper summarizes the enlightenment of agricultural industrialization credit support in Heilongjiang reclamation area by drawing lessons from the experience of other provinces and cities in China. Finally, on the basis of synthesizing the above research, this paper puts forward the concrete countermeasures and suggestions to solve the agricultural industrialization credit support in Heilongjiang reclamation area from the angle of credit supply, that is, to strengthen the guidance of rural credit support policy. We will improve the diversified rural credit supply system, speed up the reform of the credit examination and approval management system, and promote the innovation of credit products and services.
