融资租赁在城市基础设施建设中的应用与研究

【摘要】:融资租赁是指出租人对承租人所选定的租赁物件,进行以其融资为目的购买,然后再以收取租金为条件,将该租赁物件中长期出租给该承租人使用。融资租赁具有融资和融物的双重职能。通过借物达到借钱,借物还钱,使融资与融物结合起来。融资租赁产生于二战之后的美国,并在10年后受到欧洲美洲国家的推崇。中国的现代租赁业始于20世纪80年代的改革开放,从融资租赁业务开始到现在大致经历了三个阶段,分别为:迅猛发展,风险爆发和制度完善。近年来融资租赁业务得到了长足的发展。 城市基础设施(Urban Infrastructure)是对包括城市交通、通讯、给排水等关系到城市生产生活和生存发展所必需的基础设施的总称。随着我国经济的平稳发展,城市基础设施建设对经济发展仍然具有重要的推动作用,但我国经济处于转型时期及世界经济金融危机后期,,城市基础设施建设面临着资金需求量大但融资困难的巨大压力,因此研究融资租赁在城市基础设施建设中的应用与发展的意义就显得非常重大。本文旨在通过对融资租赁发展理论的阐释以及对城市基础设施融资现状的剖析,进而以案例的方式研究融资租赁在城市基础设施建设中的应用。 本文主要从五个部分进行阐述。第一部分介绍了本文的研究背景,研究意义和所用方法,并对融资租赁在国内外的发展现状进行概括;第二部分从融资租赁的业务模式、操作流程、评估测算以及风险管理的四个方面入手,对于融资租赁的理论体系进行全面剖析;第三部分阐释城市基础设施的定义,重点分析城市基础建设融资模式、融资创新及融资租赁应用于城市基础建设的原因三个方面;第四部分首先通过分析真实的案例研究融资租赁在基础建设行业的应用;第五部分为本文的总结和对今后的研究工作的展望。
[Abstract]:Financial lease refers to the lessor who buys the leased object selected by the lessee for the purpose of financing, and then rents the leased thing to the lessee for a long period of time under the condition of collecting the rent. Finance lease has the dual function of financing and financing. By borrowing money to borrow money, borrowing money, so that financing and financial goods combined. Financial leasing originated in the United States after World War II and was praised by European and American countries 10 years later. The modern leasing industry in China began with the reform and opening up in the 1980s. From the beginning of the financial leasing business to the present, it has experienced three stages: rapid development, risk outbreak and system improvement. In recent years, financial leasing business has been greatly developed. Urban infrastructure (Urban Infrastructure) is a general term for infrastructure including urban transportation, communication, water supply and sewerage and so on, which are necessary for the production and development of urban life. With the steady development of China's economy, urban infrastructure construction still plays an important role in promoting economic development. However, China's economy is in the transition period and the later stage of the world economic and financial crisis. The construction of urban infrastructure is facing the huge pressure of large capital demand but difficult financing, so it is very important to study the application and development of financial leasing in urban infrastructure construction. The purpose of this paper is to study the application of financial leasing in urban infrastructure construction by explaining the development theory of financial leasing and analyzing the present situation of financing of urban infrastructure. This article mainly carries on the elaboration from five parts. The first part introduces the research background, research significance and methods used in this paper, and summarizes the current situation of financial leasing at home and abroad. The third part explains the definition of urban infrastructure, especially the financing mode of urban infrastructure. The fourth part analyzes the application of financial leasing in infrastructure industry through the analysis of real cases. The fifth part is the summary of this paper and the prospect of future research work.
