军民融合型企业研发人员的激励机制研究

【摘要】:军民融合发展是国家性战略,具有全局性,企业作为产业发展的主体是军民融合产业高速发展的保障,其健康、快速、可持续的发展对我国军工设备设施、资源信息、科研技术等起着重要作用。在技术融合与技术扩散过程中军民融合型企业的发展高度依赖研发人员,因此研发人员对工作的积极性、创新性也应该成为企业关注的重点。现目前虽然多数高新技术企业已在积极的采用各项激励措施来促使研发人员更高效、更有创造性地完成工作,但是由于军民融合型企业属于新兴企业,在宏观上制度建设仍在起步阶段,许多激励政策尚未完全落实到位;在微观上,部分企业由国有企业改制而来造成体制机制僵化激励手段单一,部分民参军企业将主要的任务放在了企业的盈利上并没有将关注点放在研发人员的激励上。同时,军民融合还面临着技术安全、产业发展、战略选择等问题,种种原因导致军民融合这类企业缺乏对研发人员相应的激励,因此研究造成研发人员激励不足的原因及针对原因提出解决办法十分重要。本文通过对国内外关于激励机制的研究以及军民融合、军民融合型企业、激励机制、激励理论等概念及理论的界定,对所要研究的内容夯实了理论基础。随后,本文对军民融合型企业的的基本情况及典型地区发展情况进行了描述,并对所存在的问题及原因进行了分析。其次,本文通过对军民融合型企业的优化措施提出了建议,包括宏观层面与微观层面的。最后,对绵阳科技城军民融合型企业的情况进行了分析并提出对应的建议。
[Abstract]:The development of military-civilian integration is a national strategy with overall situation. As the main body of industrial development, enterprises are the guarantee of the rapid development of military-civilian integration industry, and its healthy, rapid and sustainable development is of great importance to China's military equipment, facilities and resources. Scientific research and technology play an important role. In the process of technology integration and technology diffusion, the development of military-civilian integration enterprises is highly dependent on R & D personnel, so R & D personnel are motivated to work. Innovation should also be the focus of attention. Now, while most high-tech enterprises are actively adopting incentives to enable R & D personnel to do their work more efficiently and creatively, However, as the military-civilian integration enterprises are emerging enterprises, the system construction is still in its infancy, and many incentive policies have not been fully implemented; at the micro level, Some enterprises have been restructured by state-owned enterprises, resulting in a single institutional mechanism and rigid incentives. Some civil service enterprises have focused their main tasks on the profits of the enterprises and have not focused on the incentives of R & D personnel. At the same time, Military and civilian integration also faces problems such as technical safety, industrial development, strategic choice, and so on. For various reasons, enterprises such as military and civilian integration lack the corresponding incentives for R & D personnel. Therefore, it is very important to study the causes of the lack of incentive for R & D personnel and to put forward solutions to the causes. This paper studies the incentive mechanism at home and abroad and the integration of military and civil, military-civil integration enterprises, incentive mechanism, The definition of the concept and theory of incentive theory has laid a solid theoretical foundation for the content to be studied. Then, this paper describes the basic situation of the military-civilian integration enterprise and the development of the typical region. The problems and reasons are analyzed. Secondly, this paper puts forward some suggestions on the optimization measures of military-civilian integration enterprises, including macro-level and micro-level. Finally, This paper analyzes the situation of the military-civilian integration enterprises in Mianyang Science and Technology City and puts forward corresponding suggestions.
