产学研合作组织及适用边界演化研究

【摘要】:创新是我国的五大发展理念之一,也是我国经济发展的内在驱动力,建设创新型国家是我国新时期的重要战略目标,但是创新的关键在于建立以企业为目标,市场为导向,产学研相结合的技术创新体系。产学研合作是实现国家创新的基本途径,因此产学研合作的顺利运行是国家创新体系得以运行的基础和前提条件。产学研合作是产业、高校和学研机构基于各自优势的基础上进行资源共享,彼此相互作用,共担风险,共享创新成果,使得整体利益超过部分利益之和的合作过程。我国目前产学研合作形式虽然很多,但是大都停留在科技成果转移方式和项目委托开发方式,这些单方向、浅层次的合作方式无法掩盖产学研合作成功率低、合作形式大于内容的事实,并没有从根本上起到提高科技成果产业化。究其根本原因是,我国产学研大多都是以短期化,临时性合作为主,以项目为合作目的,仅限于项目层面,一旦项目完成意味着合作终止,结合的方式单一,深度,广度和效度不够。另外,大学和科研机构是技术供给方,企业为技术需求方,然而技术供给方和需求方由于价值取向的不同,彼此严重脱节。因此,高校和科研机构的大量科研成果得不到转化,导致闲置一旁被浪费,企业又不能从高校和科研机构中获得所需的技术成果,缺乏竞争力,很难在激烈的市场竞争中立足。这些现象的根源是当下产学研合作的结合方式仅仅局限于高校和科研机构单方向的科技成果转移和企业将项目单方向委托给高校和科研机构。针对目前产学研合作的现状,本文从管理学中的组织视角和组织与边界关系层面出发,为产学研合作提供一种新的研究思路。通过对产学研合作组织适用边界即创新能力边界演化的影响因素进行归纳,分析归纳得到两个关键影响因素,资源共享水平和相互作用力。在借鉴社会学中个人不同观点演化思想的基础上,构建了关于产学研合作组织创新能力边界的演化模型,通过对能力边界运动轨迹的分析得到基础的组合机制,风险分担机制和利益分配机制,最后结合实际案例即长春工业大学和吉林化纤集团之间建立的产学研合作进行分析,将理论与实践相结合,为今后产学研合作研究提供一些新的方向和依据。
[Abstract]:Innovation is one of the five major development ideas of our country and the internal driving force of our country's economic development. Building an innovative country is an important strategic goal in the new period of our country. But the key to the innovation is to establish a new system of technology based on the enterprise as the goal, the market oriented and the combination of production, learning and research. Therefore, the smooth operation of the cooperation between production, learning and research is the basis and prerequisite for the operation of the national innovation system. The cooperation of production, learning and research is an industry, and the institutions of higher learning and research and research institutions share resources on the basis of their respective advantages, interact with each other, share risks, share the results of innovation, and make the overall interests more than part of the benefits. Although there are many forms of production, school and research cooperation in China at present, most of them remain in the mode of transfer of scientific and technological achievements and the way of project entrustment. These single direction and shallow cooperation can not cover the fact that the success rate of the cooperation is low, the form of cooperation is greater than the content, and it does not fundamentally improve the industrialization of scientific and technological achievements. The fundamental reason is that most of the domestic research and research institutes are mainly short-term and temporary cooperation. The project is the goal of cooperation and is limited to the project level. Once the project is completed, the cooperation is terminated and the combination mode is single, the depth, the breadth and validity are not enough. In addition, the universities and scientific research institutions are the technical suppliers and the enterprises are the technology demand side. The technology supplier and the demand side are disjointed seriously because of the different value orientation. Therefore, a large number of scientific research achievements of universities and scientific research institutions can not be transformed, which leads to waste of idle side, and the enterprises can not obtain the necessary technical achievements from universities and scientific research institutions, lack the competitiveness, and it is difficult to stand in the fierce market competition. The root of some of the phenomena is that the combination of production, learning and research cooperation is limited to the transfer of scientific and technological achievements in a single direction by universities and scientific research institutions and the enterprises to entrust a single direction to universities and scientific research institutions. The research and research cooperation provides a new way of thinking. Through the induction of the factors affecting the boundary evolution of the production, learning and research cooperation organization, that is, the boundary evolution of innovation ability, two key factors, the level of resource sharing and the interaction force are analyzed and summed up. The evolution model of the innovation ability boundary of the cooperative organization of industry, education and research institutes, through the analysis of the track of the ability boundary, the combination mechanism, the risk sharing mechanism and the benefit distribution mechanism are obtained. Finally, the analysis of the cooperation between the Changchun University of Technology and the Jilin chemical fiber group is carried out in combination with the actual case, which combines the theory with the practice. All of these will provide some new directions and basis for future research on industry university research cooperation.
