基于恢复力的安全管理绩效指标体系改进研究

【摘要】：经历了近几十年的发展,国内外学者和组织机构对于安全管理绩效的研究已由事后结果转向了事前的安全管理过程,并一致认可了领先性指标与结果性指标相结合的企业安全管理绩效指标体系的构建模式。当前我国企业正处于由被动监管向自主管理的安全管理模式过渡阶段,安全管理绩效指标体系的建立及其在企业中的实际应用大多基于政府或集团化企业自上而下的监管背景,而企业对自身安全管理绩效的测量则缺乏主动性。恢复力的概念起源于国外,是系统或组织自身的固有属性,表征了系统或组织在承受外部压力时自身具有的能够抵抗、吸收、适应复杂环境并迅速恢复至平衡状态的能力,强调从系统或组织的主体角度来考虑问题。基于恢复力概念体现的系统或组织自愈能力及自组织管理模式,本文将对一套已证明具有科学性及普遍适用性的企业安全管理绩效指标体系进行改进,用以推动企业自主管理进程以及加强企业恢复力建设。本文研究内容主要包括建立恢复力测量指标体系和对企业安全管理绩效指标体系的改进研究。针对恢复力测量指标体系的建立,本文基于对恢复力测量评估方面的文献综述,选取了17个具有代表性的主要研究作为文献沉淀恢复力测量一级、二级指标的理论基础,并按照合并相同含义指标、拆分多含义指标以及分析各指标间含义关系三个步骤首先沉淀出11个恢复力测量一级指标,总结对比分析各主要研究中相应的二级指标及其含义,继而沉淀出36个恢复力测量二级指标,并对各二级指标的定义及测量内容作出了描述。针对企业安全管理绩效指标体系的改进研究,本文通过对比文献沉淀所得恢复力测量指标体系与作为改进对象的企业安全管理绩效指标体系,以两体系中具有相同、相似指标含义或指标含义存在重叠为依据,建立了两体系指标间的对应关系,进而以安全管理绩效指标体系中的指标名称、含义及其所处层级为改进目标,采用补充、调整和替换的改进方式,按照建立的对应关系逐一基于恢复力对企业安全管理绩效测量一级、二级指标进行改进,最终得到一套具有恢复力属性且广泛适用的企业安全管理绩效指标体系。
[Abstract]:With the development of recent decades, the research on safety management performance of domestic and foreign scholars and organizations has changed from the post-event results to the prior safety management process. And agreed to the combination of leading indicators and outcome indicators of enterprise safety management performance indicators system construction model. At present, Chinese enterprises are in the transition stage of safety management mode from passive supervision to independent management. The establishment of safety management performance index system and its practical application in enterprises are mostly based on the top-down supervision background of government or collectivized enterprises. However, enterprises lack the initiative to measure their own safety management performance. The concept of resilience originates from abroad and is the inherent attribute of the system or organization itself. It represents the ability of the system or organization to resist, absorb, adapt to complex environments and quickly recover to equilibrium when it is subjected to external pressure. Emphasis is placed on considering the problem from the perspective of the main body of the system or organization. Based on the system or organization self-healing ability and self-organization management model embodied by the concept of resilience, this paper will improve the performance index system of enterprise safety management, which has been proved to be scientific and universally applicable. To promote the process of independent management of enterprises and strengthen the building of enterprise resilience. This paper mainly includes the establishment of resilience measurement index system and the improvement of enterprise safety management performance index system. In view of the establishment of the index system of restoring force measurement, based on the literature review on the measurement and evaluation of restoring force, 17 representative studies are selected as the theoretical basis of the primary and secondary indexes of the measurement of the restoring force of the literature. According to the three steps of combining the same meaning index, splitting the multi-meaning index and analyzing the meaning relationship among the indicators, 11 first-degree indexes of restoring force measurement are precipitated first, and the corresponding second-level indexes and their meanings in each major research are summarized and analyzed. Then 36 secondary indexes of restoring force were precipitated, and the definitions and contents of each secondary index were described. Aiming at the improvement of enterprise safety management performance index system, this paper compares the index system of enterprise safety management performance index with that of enterprise safety management performance index system, which is obtained by comparing the index system of enterprise safety management performance with that of enterprise safety management performance index system, which is the same in the two systems. On the basis of the similarity index meaning or the overlapping index meaning, the corresponding relation between the two indexes is established, and then the index name, meaning and the level of the safety management performance index system are taken as the improvement goal, and the supplement is adopted. The improvement of adjustment and replacement, according to the corresponding relationship established one by one based on the resilience of enterprise safety management performance measurement level, secondary indicators to improve, Finally, a set of enterprise safety management performance index system with resilience attribute and widely applicable is obtained.
