地方化与全球化:我国西部典型高新开发区的发展转型——以成都高新区为例

【摘要】：从地方化与全球化的复合视角,以成都高新区为例,对我国西部典型高新开发区的发展转型路径进行梳理。从1990年代至2005年前后,成都高新区大体处于以地方政府和本地企业为主要能动主体的地方化阶段,当地政府从行政区划、管理权、土地转换、园区规划等方面展开充分的制度设计,为地方化经济的发展扫除障碍,进而实现了年均达25%的经济快速发展。2005年前后,随着具有产业引领能力的旗舰跨国企业的入驻,成都高新区加速融入全球生产及市场体系,进入全球化阶段。以电子信息产业为典型,跨国企业为核心的领导型企业结构在制造分工环节获得了成功,经济增速甚至超过了上一阶段。全球后金融危机时代以来出现的经济增速持续下滑使得成都高新区面临再次转型的困境,地方政府主导开启的"三次创业"以及园区的新城转型体现了制度回归的重要性。
[Abstract]:From the perspective of localization and globalization, this paper, taking Chengdu Hi-tech Development Zone as an example, combs the development and transformation path of typical high-tech development zones in western China. From the 1990s to around 2005, Chengdu Hi-tech Development Zone was in the localization stage in which local governments and local enterprises were the main active subjects. The local governments changed from administrative divisions, management rights, and land. The park planning carried out sufficient system design to remove obstacles for the development of the localized economy, and then realized the rapid economic development with an average annual average of 25%. Around 2005, with the arrival of the flagship multinational enterprises with the ability to lead the industry, Chengdu high-tech zone to speed up integration into the global production and market system, into the stage of globalization. The leading enterprise structure with electronic information industry as the typical and multinational enterprise as the core has been successful in the manufacturing division of labor and the economic growth rate has even exceeded the last stage. The sustained decline in economic growth rate since the global post-financial crisis era makes Chengdu High-Tech Zone face the dilemma of re-transformation. The "three pioneering ventures" led by local governments and the transformation of the new city of the park reflect the importance of institutional return.
