协同共治:职业健康服务与企业社会责任

【摘要】:关于职业健康服务的讨论,一是从雇主的角度把组织成员看作是人力资本;二是从雇员的角度强调从事职业活动的社会成员有"职业健康服务权"。我国企业对于组织成员的职业健康服务关注及重视程度不够,制度规范与具体预防保障措施较为缺乏、企业开展职业健康服务的内外部环境及资源的制约是重要原因。职业健康服务的良好实现,需要企业主动承担相应的企业社会责任,视其为发展的战略性责任;也需要政府与社会进一步根据"健康中国"战略发展需要承担相应责任。
[Abstract]:On the discussion of occupational health services, one is to regard the members of the organization as human capital from the employer's point of view, the other is to emphasize from the employee's point of view that the social members engaged in occupational activities have the "right to occupational health services". The enterprises in our country pay less attention to the occupational health service of the organization members and pay less attention to it. The institutional norms and the specific preventive measures are relatively lacking. The internal and external environment and the restriction of resources are the important reasons for the enterprises to carry out occupational health services. The good realization of occupational health service requires the enterprises to take the corresponding corporate social responsibility and regard it as the strategic responsibility for development, and the government and society should take the corresponding responsibility according to the strategic development of "healthy China".
