中资企业在阿尔及利亚跨国经营的政治风险研究

【摘要】:阿尔及利亚是中国的传统友好国家,近年来两国间经贸合作发展迅猛,阿尔及利亚已发展成为中资企业开展海外跨国经营的重要目的地之一,同时也是中资企业"走出去"的重要舞台,是中国在非洲推进"一带一路"倡议的重要一环。中资企业在阿尔及利亚的跨国经营始于上世纪八十年代,经过三十多年的发展,中资企业已成为当地经济建设的重要力量。当前中资企业在当地的跨国经营形式以对外工程承包为主,此外还涉及油气、通信、汽车、商贸、农业等诸多领域。大规模的跨国经营活动带动越来越多的中国人群体涌向阿尔及利亚,目前阿尔及利亚国内的华人群体已经发展成为当地最大的外国人群体。可以说,中国在阿尔及利亚拥有着大量的海外利益。但与此同时,阿尔及利亚位于世界政治冲突和不稳定的热点地区,同时国内政治环境不稳定因素高,是政治风险较大的国家。中资企业在阿尔及利亚开展跨国经营面临的政治风险也呈现出越来越复杂的态势,政治风险已成为中资企业在阿扩大经营的一大瓶颈。基于此,本文以阿尔及利亚为研究对象,借助杰夫雷·西蒙的政治风险评估的相关理论,从社会面宏观政治风险、政府面宏观政治风险、社会面微观政治风险、政府面微观政治风险四个角度,对中资企业在阿尔及利亚开展跨国经营面临的政治风险进行分析,以期还原中资企业在当地开展跨国经营的政治环境。同时针对性地结合阿尔及利亚实际情况,从政府、企业两个层面对政治风险的规避提出相应建议。从这些核心问题出发,本文主要分为以下六部分:绪论对本论文的选题理由、选题的理论意义与现实意义、重点、难点、创新点以及研究理论与方法进行说明,同时对国内外政治风险理论以及对阿尔及利亚的国别研究成果进行综述,并着重对杰夫雷·西蒙的政治风险评估的相关理论进行介绍。第一章综述中资企业在阿尔及利亚开展跨国经营的历程,并简要分析当前中资企业在阿开展跨国经营的特点。第二章从社会面与政府面两个角度,对中资企业在阿尔及利亚开展跨国经营面临的宏观政治风险进行分析,包含了内乱风险、恐怖主义风险、劳工骚乱风险、外汇管制风险、官僚政治风险、政策变动风险。第三章从社会面与政府面两个角度,对中资企业在阿尔及利亚开展跨国经营面临的微观政治风险进行分析,包含了选择性抵抗风险、外国跨国公司竞争风险、选择性恐怖主义风险、招标限制风险。第四章从政府与企业两个层面,对如何规避政治风险提出建议。结语总结全文要点和结论。
[Abstract]:Algeria is a traditional friendly country of China, and economic and trade cooperation between the two countries has developed rapidly in recent years. Algeria has developed into one of the important destinations for Chinese enterprises to carry out overseas transnational operations. It is also an important stage for Chinese enterprises to go abroad and an important part of China's promotion of Belt and Road's initiative in Africa. The transnational operation of Chinese enterprises in Algeria began in the 1980s. After more than 30 years of development, Chinese enterprises have become an important force in local economic construction. At present, foreign engineering contracting is the main form of transnational management of Chinese enterprises, in addition to oil and gas, communications, automobile, trade, agriculture and many other fields. The large-scale transnational business activities drive more and more Chinese groups to Algeria. At present, the Chinese community in Algeria has developed into the largest group of foreigners. It can be said that China has a large overseas interest in Algeria. At the same time, Algeria is located in the hot spot of political conflict and instability in the world. At the same time, the domestic political environment is unstable, and it is a country with high political risk. The political risks faced by Chinese enterprises in carrying out transnational operations in Algeria are becoming more and more complex, and political risks have become a major bottleneck for Chinese enterprises to expand their operations in Algeria. Based on this, this paper takes Algeria as the research object, with the help of the theory of political risk assessment by Jeffrey Simon, from the social macro political risk, the government macro political risk, the social micro political risk. This paper analyzes the political risks faced by Chinese enterprises in Algeria in order to restore the political environment for Chinese enterprises to carry out transnational operations in Algeria. At the same time, according to the actual situation of Algeria, the author puts forward some suggestions on the political risk avoidance from the government and enterprise. From these core issues, this paper is divided into the following six parts: introduction to the reasons for the topic of this paper, the theoretical and practical significance of the topic, key points, difficulties, innovative points and research theory and methods to explain, At the same time, the political risk theory at home and abroad as well as the country research results of Algeria are summarized, and the relevant theories of political risk assessment by Jeffrey Simon are introduced. The first chapter summarizes the history of Chinese enterprises' transnational operations in Algeria, and briefly analyzes the characteristics of Chinese enterprises' transnational operations in Algeria. The second chapter analyzes the macro political risks faced by Chinese enterprises in carrying out transnational operations in Algeria from both social and governmental perspectives, including the risks of civil strife, terrorism, labor unrest, and foreign exchange control. Bureaucratic political risk, policy change risk. The third chapter analyzes the micro-political risks faced by Chinese enterprises in the development of transnational operations in Algeria from the social and governmental perspectives, including the risk of selective resistance and the competitive risk of foreign multinational corporations. Selective terrorism risk, tender limit risk. Chapter four puts forward some suggestions on how to avoid political risk from government and enterprise. The conclusion summarizes the main points and conclusions of the full text.
