G市自来水公司发展战略研究

【摘要】:城市水务是市政公用服务的有机组成元素,与经济发展和居民生活有着紧密的联系。作为国民经济的重要组成部分,随着市场化改革的不断深入和我国城镇化的快速推进,水务行业面临日趋激烈的竞争。国有供水企业传统的经营管理模式已不再能适应国民经济发展的需要,原有模式的积弊日益突显。如何适应新形势,抓住新机遇,迎接新挑战,确保为居民、政府机关、企事业单位提供优质高效的水务服务是当前我国水务企业所要解决的首要问题。通过深入分析城镇水务行业特点、发展现状和目前存在的问题,科学合理制定企业发展战略,是发挥供水企业自身优势,增强竞争能力,推动行业市场化改革,维持市场的良性运行和实现可持续发展的关键所在。本文根据水务行业发展的总体趋势,结合供水企业现状、存在的问题和面对的机遇与挑战,选取G市自来水公司为案例进行公司发展战略研究。首先,利用PEST法分析供水企业发展的外部环境,包括政策法规、经济、社会和技术等几个方面,同时对水务的行业环境进行了研究,包括水务市场的运营现状,市场化改革现状和行业发展趋势等方面,指出在当前经济环境下,必须深入推进水务行业改革;其次,采用SWOT分析法对自身的优势和劣势、面对的机遇和威胁等相关因素进行了具体分析,以此为基础构建了 G市自来水公司的SWOT矩阵;基于以上运营PEST和SWOT分析的结果,提出了 G市自来水公司在中长期的整体发展战略、定位与目标体系。G市自来水公司总的发展战略为,以供水主业为本,巩固和不断扩展供水市场和范围,改善服务质量,提高主城区供水普及率,努力将周边县域和乡镇纳入供水版图,形成规模优势;积极进行企业内部改革,提高自身管理水平和技术水平,以跟上经济社会发展的步伐和市场化改革的需要;推进供水相关多元化经营,以主业为依托,利用业已形成的优势拓展周边业务范围,寻找新的收入增长点。同时,对如何建立企业发展战略支持体系,如何巩固企业现有的地位和发挥企业自身的优势,如何提高管理企业水平等给出了相应的合理建议,为企业战略的实施提供了进一步保障。市场化改革改变了供水行业传统的发展轨道,经济社会的发展提高了对供水行业的整体要求,固有的产业特点决定了供水行业应逐步走向规模化产业化发展的道路。通过发展战略的研究得出,G市自来水公司要深入推进市场化改革,实施以供水主业为本,多元经营的发展战略,走规模化发展的道路,才能在市场化改革的浪潮下不断成长发展壮大。
[Abstract]:Urban water is an organic component of municipal public services, which is closely related to economic development and residents' life. As an important part of the national economy, with the deepening of market-oriented reform and the rapid development of urbanization in China, the water industry is facing increasingly fierce competition. The traditional management mode of state-owned water supply enterprises can no longer meet the needs of the development of national economy. How to adapt to the new situation, seize new opportunities, meet new challenges, and ensure the provision of high quality and efficient water service for residents, government organs, enterprises and institutions is the most important problem to be solved by water enterprises in our country at present. Through in-depth analysis of urban water industry characteristics, current development situation and existing problems, scientific and rational formulation of enterprise development strategy is to give full play to the advantages of water supply enterprises, enhance their competitiveness, and promote the market-oriented reform of the industry. The key to maintain the healthy operation of the market and achieve sustainable development. According to the general trend of water industry development, combined with the current situation of water supply enterprises, existing problems and opportunities and challenges, the paper selects G City Water Company as a case to study the development strategy of the company. First of all, using PEST method to analyze the external environment of water supply enterprise development, including policies and regulations, economy, society and technology, etc., at the same time, the paper studies the industry environment of water supply, including the current operation situation of water supply market. This paper points out that in the current economic environment, the reform of water industry must be promoted deeply. Secondly, SWOT analysis method is used to analyze the relative factors, such as strengths and weaknesses, opportunities and threats, etc., based on which the SWOT matrix of G city tap water company is constructed. Based on the above analysis of PEST and SWOT, this paper puts forward the overall development strategy, orientation and target system of G City Water supply Company in the medium and long term. The overall development strategy of G City Water supply Company is based on the main industry of water supply. Consolidate and expand the water supply market and scope, improve the service quality, increase the water supply popularization rate in the main urban areas, strive to bring the surrounding counties and towns into the water supply territory, and form a scale advantage; Actively carry out the internal reform of enterprises, improve their own management level and technical level, in order to keep up with the pace of economic and social development and the needs of market-oriented reform; To promote the diversified management of water supply, to rely on the main industry, to use the advantages of the existing expansion of the peripheral business scope, to find a new revenue growth point. At the same time, some reasonable suggestions are given on how to establish the enterprise development strategy support system, how to consolidate the existing position of the enterprise, how to give full play to the advantages of the enterprise itself, how to improve the level of the management enterprise, etc. It provides further guarantee for the implementation of enterprise strategy. The market-oriented reform has changed the traditional development track of water supply industry, and the development of economy and society has raised the overall demand for water supply industry. The inherent industrial characteristics have decided that the water supply industry should gradually move towards the road of large-scale industrialization development. Through the research of development strategy, it is concluded that G City Water supply Company should carry out the market-oriented reform, implement the development strategy based on the main industry of water supply, and take the road of large-scale development. Only in the tide of market-oriented reform can we continue to grow and grow.
