企业家阶层新论

【摘要】：企业家是参与市场经济活动的重要主体。随着社会经济的发展,企业家的"特质内涵"需要作出新的界定。作为"创建企业并担任经营管理职责的指挥者",企业家必须具有"创新""情操""复合经济人"等三合一的特质。这是新时代企业家的重要标志。在中国,企业家作为稀缺的社会资源,其整个阶层在改革、开放、创新发展中肩负着重要使命。鉴于当前企业家在"预期"和"信心"方面存在某些问题,提出进一步培育企业家阶层、特别是"激发和保护企业家精神"具有重要意义。为此,需要从国家战略的高度,采取提高对企业家阶层的社会尊重度,切实保护企业家的产权、创新收益和其他合法权益,建立社会容错和企业家自我纠错"双机制"等六点方略,以稳定企业家的社会预期,促进企业家队伍的健康成长。
[Abstract]:Entrepreneur is the important main body that participates in market economy activity. With the development of social economy, entrepreneur's "characteristic connotation" needs to be defined. As the director of the responsibility of establishing the enterprise and managing, the entrepreneur must have the characteristics of "innovation", "sentiment", "compound economic man" and so on. This is an important symbol of the new era of entrepreneurs. In China, entrepreneurs as scarce social resources, its entire class in reform, openness, innovation and development shoulder an important mission. In view of the existing problems in "expectation" and "confidence" of entrepreneurs, it is of great significance to further cultivate the stratum of entrepreneurs, especially to "stimulate and protect the spirit of entrepreneurship". Therefore, from the perspective of national strategy, it is necessary to adopt measures to enhance social respect for the entrepreneurial class and to effectively protect the entrepreneurs' property rights, innovation benefits and other legitimate rights and interests. In order to stabilize the social expectation of entrepreneurs and promote the healthy growth of entrepreneurs, six strategies such as social fault-tolerance and "double mechanism" for self-correction of entrepreneurs should be established in order to stabilize the social expectations of entrepreneurs.
